About this file

This is a Sources Sought notice issued by AFLCMC/WBK (Air Force Life Cycle Management Center, Weapons & Sustainability Directorate) for a B-1B Lancer Navigation Receiver as part of market research to determine vendor interest and capability.

The Government seeks a navigation receiver that provides resilient, highly accurate positioning, navigation, and timing (PNT) capabilities for the B-1B Lancer aircraft to operate effectively in contested, GPS-degraded, and GPS-denied environments. The receiver must process secure military GPS signals (M-code encryption modes), utilize blended position solutions derived from coupling secure GPS and inertial sensor data, and generate synthesized GPS RF outputs to drive downstream GPS receivers without requiring replacement of existing Embedded GPS/INS units. The solution must adhere to strict Size, Weight, Power, and Cost (SWaP-C) constraints. Responses are requested by 3:00 PM CDT on October 2, 2026. All responses must be submitted in PDF format, not exceeding 15 pages (excluding cover page and administrative notes), and include a cover letter with capabilities package demonstrating ability to meet requirements with qualified personnel. Interested parties should provide company information regarding business size and status, including socioeconomic program eligibility (8(a), HUBZone, Women Owned Small Business, Service-Disabled Veteran Owned Small Businesses), anticipated teaming arrangements, employee qualification information, level of involvement (prime or subcontractor), and relevant prior project experience. This is not a solicitation, Request for Proposal, or indication of contract award; respondents will not be compensated for information provided. All responses must be unclassified. Interested parties should contact Cory Milford at cory.milford@us.af.mil or (405) 739-4489, or Michael Acree at michael.acree.8@us.af.mil with questions.

SOURCES SOUGHT B-1B Lancer Navigation Receiver

OBJECTIVE: The B-1B Lancer requires resilient, highly accurate navigation and timing capabilities to operate effectively in contested, GPS-degraded, and GPS-denied environments. To counter sophisticated electronic warfare and electronic attack threats, the platform's navigation suite requires a navigation receiver capable of processing secure military GPS signals and translating them into robust, spoof-resistant navigation feeds.

The Navigation Receiver will act as a critical interface between the aircraft's primary navigation suite, Inertial Navigation Units (INUs), and modern GPS receivers. To ensure continuous and uncompromised positioning, navigation, and timing (PNT) data, the Navigation Receiver must support M-code GPS encryption modes and utilize a blended position solution—derived from the coupling of secure GPS and inertial sensor data. Using this blended position, the Navigation Receiver must generate synthesized GPS RF outputs to drive downstream GPS receivers. This architecture provides the platform with the improved resilience of M-code GPS without the cost or time required to update or replace the existing Embedded GPS/INS units integrated within the aircraft navigation system. The Government is exploring options for a Navigation Receiver that meets these capabilities while adhering to strict Size, Weight, Power, and Cost (SWaP-C) constraints.

REQUEST FOR INFORMATION DETAILS:

AFLCMC/WBK is requesting information from industry as part of market research to determine interest level and size of qualified vendors.

2.THIS IS A SOURCES SOUGHT ONLY. It is not a Request for Proposal, a Request for Quotation, an Invitation for Bid, a solicitation, or an indication the US Air Force (AF) or AFLCMC/WBK will contract for the items contained in the sources sought. AFLCMC/WBK will not pay respondents for information provided in response to these sources sought.

3.The Government is requesting information from vendors of all business sizes including socioeconomic programs such as 8(a), Historically Underutilized Business Zone (HUBZone), Women Owned Small Business, or Service-Disabled Veteran Owned Small Businesses (SDVOSB) that are interested in performing this requirement. The Government requests interested parties submit a brief description of their company’s business size (i.e., annual revenues and employee size), business status (i.e., 8(a), HUBZone, or SDVOSB, Women Owned Small Business, or small business), and any anticipated teaming arrangements. The Government will use this information in determining its small business set-aside decision. 4.Interested parties should submit a capabilities package, with a cover letter, that is brief and concise yet clearly demonstrates ability to meet the stated requirements with sufficiently qualified personnel. Provide qualification information (type and duration of employee experience relevant to the requirements) and the level of involvement (prime or sub-contractor) and time periods for work on similar projects. The capabilities package should clearly present evidence that the interested party is fully capable of providing the required services and as such may contain any information that the interested party feels is relevant.
