About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base is conducting market research via Request for Information to identify contractors capable of providing Interim Contract Support transitioning to Contractor Logistics Support for the B-1B Advanced Radar/Electronic Warfare Test Station (ARTS), with RFI responses due July 23, 2026. This RFI is restricted to ATSA awardees only.
Work is performed at three Air Force bases: Robins AFB (Georgia), Dyess AFB (Texas), and Ellsworth AFB (South Dakota), supporting 24 ARTS test stations. The ARTS is a complex test system with 150 commercially manufactured components integrated by Textron Systems (the OEM) that diagnoses faults in B-1B avionics systems.
The contract covers a five-year period consisting of a basic period plus four 12-month option periods, with the first two years as ICS and final three years as CLS. Supply Chain Management services include spares procurement and management (70 spares estimated), failure reporting, obsolescence forecasting, spares maintenance, and OEM repair services (300 repairs estimated). The contractor must establish a centralized, climate-controlled parts storage facility and maintain a Contractor's Inventory Control Point capable of interfacing with Defense Logistics Management Standards and the Air Force Accountable Property System of Record.
Critical performance thresholds include one-business-day turnaround for spare parts requisitions, 15 business days for OEM repairs, 98 percent inventory accuracy for unclassified components and 100 percent for classified components, and repaired assets experiencing no more than one failure per month. The contractor must comply with DFARS, FAR, security requirements, GIDEP reporting, counterfeit part detection, and Item Unique Identification documentation. Both large and small businesses, joint ventures, and teaming arrangements are encouraged. Participation in this RFI does not obligate the Government to award a contract.
