About this file
This is a Request for Information (RFI) issued by the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base for market research purposes to identify potential contractors capable of providing Contractor Logistics Support (CLS) services for the B-1B Advanced Radar/Electronic Warfare Test Station (ARTS) system. The RFI is restricted to ATSA awardees only. The solicitation number is FA8533-ARTS, and responses must be received by 12:00 Noon on July 23, 2026 (20-day response period). Responses should be submitted via email to Jonathan R. Riggins, Contracting Officer (jonathan.riggins.2@us.af.mil) and Jordan Story, Contracting Specialist (jordan.story@us.af.mil), with two copies required.
The Government seeks qualified providers to supply comprehensive supply chain management services supporting the ARTS system across three Air Force bases: Dyess AFB, Robins AFB, and Ellsworth AFB. Services include spare parts management and procurement, failure reporting and analysis, obsolescence forecasting, OEM repairs, and inventory management. The requirement encompasses procurement of 70 spare units and OEM repairs for 300 units across the three locations. The ARTS is a complex testing system containing 150 commercially manufactured components integrated by Textron Systems (the OEM) that diagnoses faults in B-1B avionics systems and related equipment. Contractors must address 10 general capability questions and 5 commerciality questions regarding their ability to manage military supply chains, coordinate with multiple bases, ensure compliance with military standards (DFARS and FAR), and provide COTS procurement solutions. Both large and small businesses, joint ventures, and teaming arrangements are encouraged to participate. Participation in this market research does not obligate the Government to award a contract, and no reimbursement will be provided for response costs.

The Government is conducting market research to identify potential providers capable of delivering contract logistics services, including Supply Chain Management (SCM) activities such as spare parts management, procurement, failure reporting, obsolescence forecasting, and maintenance of spares. These services aim to support the operation of the B-1B Advanced Radar/Electronic Warfare Test Station (ARTS) system and related ancillary equipment at Dyess AFB, Robins AFB, and Ellsworth AFB. To ensure mission readiness across the 24 stations within the Best Estimated Quantity (BEQ), procurement of 70 spare units and OEM repairs for 300 units will be required at Robins, Dyess, and Ellsworth AFBs.
The ARTS is a complex system that contains test instruments capable of automatic testing and diagnosing faults in the avionics systems including components, modules and B-1B LRUs. The ARTS was designed and built to a government specification under the directive that it will consist of standardized, commercially available test equipment, components and software. The ARTS system consists of 150 commercially manufactured components from various manufacturers that were integrated by Textron Systems, the OEM, and delivered to the Government.
