About this opportunity

The Department of the Air Force Materiel Command's Air Force Sustainment Center sought two Diesel-Powered Cabin Pressure Testers (part number 99421-100) for B-1 aircraft, with proposals due May 11, 2026; this solicitation was cancelled as of May 27, 2026.

The procurement was a small business set-aside sole source, designating it as a restricted competition. Place of performance is Tinker Air Force Base, Oklahoma City, Oklahoma, with delivery to Building 3001. The testers must be specifically designed and certified for B-1 aircraft cabin pressurization and leakage measurement per B-1 Technical Orders, with full compatibility with existing B-1 pressure systems and test ports, including necessary adapters provided by the contractor. Units must be manufactured with new or unused components and meet portability specifications not exceeding 4 feet by 3 feet by 2 feet and 150 pounds; however, Appendix A of the Statement of Work specifies overall dimensions of 81 inches (height) by 127 inches (length) by 64 inches (width) with a dry weight of 6,140 pounds, indicating a stationary or towed system with lockable wheels. Delivery was scheduled for 48 weeks after receipt of order, with a target completion date of March 29, 2027. The NAICS code is 336413, Other Aircraft Parts and Auxiliary Equipment Manufacturing; PSC is 1680. Contractors must be registered in SAM and authorized to perform repairs on the proprietary equipment. Evaluation used Lowest Price Technically Acceptable (LPTA) methodology, awarding to the responsible vendor with the lowest price meeting technical requirements. Contractors must deliver comprehensive support documentation including user manuals, parts breakdowns, maintenance literature, system check procedures, and calibration certificates, plus documented Mean Time Between Failures hours. Contract terms are firm fixed price under FAR Part 12 for commercial items.
