About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Hill Air Force Base is conducting market research to identify sources for B-1, C-17, and T-6 aircraft egress components, with responses due by July 24, 2026. This is a sources-sought notice for planning purposes only; no contract award will result from this announcement.
The procurement encompasses 71 specific line items including B-1 aircraft LCA assemblies, pin pullers, and cartridges; C-17 retraction pressure cartridges, FEDS panel assemblies, SMDC lines, detonating cord assemblies, donor assemblies, actuators, and initiators; and T-6 manifold assemblies. NAICS code 325920 (Explosives Manufacturing) applies, with a small business size standard of 750 employees. The Government is particularly interested in identifying small business sources, including 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small business concerns.
Respondents must demonstrate relevant experience in engineering, manufacturing, inspection, repair, and testing of similar Dual Mechanically Fired Initiators within the past five years and must possess access to all necessary manufacturing data. Pacific Scientific Energetic Materials Company in Hollister, California (CAGE Code 06331) currently holds capability and drawings for the listed items. The Government has limited technical data available and does not have funds to support second source qualification efforts. Respondents should provide company profile information including employee count, office locations, CAGE code, DUNS number, small business status, and anticipated teaming arrangements, along with descriptions of similar services offered to the Government and commercial customers over the past three years, with clear delineation between prime and subcontractor work. No reimbursement will be made for response costs.
