About this opportunity

The Bureau of Reclamation's Lower Colorado Region is soliciting quotations for Arizona Pollutant Discharge Elimination System (AZPDES) permit renewal fees under Request for Quotation (RFQ) number 140R3026Q0004. The procurement seeks environmental licensing and permitting services necessary for permit renewal, classified under Product/Service Code F114 (Environmental Systems Protection—Environmental Licensing and Permitting). This is a sole-source procurement to the Arizona Department of Environmental Quality (ADEQ), as ADEQ is the only entity capable of issuing the required AZPDES permits. The solicitation is structured as a labor hour line item with an unspecified hourly rate and a ceiling price that places cost risk on the contractor if expenses exceed the established limit. Quotations must be submitted by December 1, 2025, at 10:00 AM Pacific Standard Time, with all inquiries directed to the point of contact, Kathleen (Kathy) Berry, at 702-293-8460. The evaluation criteria and detailed requirements are outlined in the clauses and provisions document, which includes standard Federal Acquisition Regulation compliance requirements.

This procurement is not designated as a small business set-away. The Arizona Department of Environmental Quality is identified as the intended sole-source recipient for the permit renewal services. The specific award value and budget range are not disclosed in the solicitation notice; however, the contract structure includes a ceiling price that establishes the maximum financial obligation. The period of performance runs from December 15, 2025, through September 30, 2026, with a delivery date of September 30, 2026, providing a nine-month performance window for permit renewal activities. The place of performance is Boulder City, Nevada, where the Bureau of Reclamation's Lower Colorado Region is located. Contractors must comply with mandatory federal requirements, including electronic invoicing through the U.S. Department of the Treasury's Internet Payment Platform System and representations regarding telecommunications equipment and covered telecommunications services.
