About this opportunity

The Naval Supply Systems Command Fleet Logistics Center Norfolk intends to procure Airborne Expendable Ice Beacons, specifically Arctic Buoys, through a sole source award to LBI, Inc. This procurement falls under the simplified procedures for certain commercial items as outlined in FAR 13.501(a), and the agency has made clear this is not a request for competitive quotes but rather a notice of intent to award sole source. The buoys fall under NAICS code 334513 for instruments and related products manufacturing for measuring and controlling industrial process variables, and PSC code 2050 for buoys. While this is designated as a sole source procurement, all responsible sources may submit capability statements for agency consideration, though the government retains full discretion over whether to compete the action based on responses. The notice period is extremely brief, running from September 3, 2025 through September 8, 2025, with questions directed to Contract Specialists Seth Harrell and Robert Babcock.

No set-aside designation applies to this procurement opportunity, maintaining it as a full and open competition for capability statements despite the sole source intent. LBI, Inc. has been identified as the intended sole source contractor for the Arctic Buoys procurement, suggesting they may be the incumbent or have unique capabilities for this specialized equipment. The anticipated delivery timeline is 20 weeks from the date of award, indicating this is likely a manufacturing contract requiring significant production time. No specific award values, budget ranges, or quantities have been disclosed in this pre-solicitation notice. The procurement appears focused on specialized maritime instrumentation designed for Arctic conditions, reflecting the Navy's operational requirements in challenging polar environments.
