MARKET SURVEY CAPABILITY ASSESSMENT FOR THE OFFICE OF

NATIONAL SECURITY PROGRAMS AND INCIDENT RESPONSE (AXE)

This is a market survey for AXE Command and Control Communications Program (C3) Services.  This is not a screening information request or request for a proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. Vendors will not be notified of the results of this market survey, or the results of the information submitted.

The purpose of this market survey is to solicit statements of interest and capabilities from all businesses capable of providing AXE Command and Control Communications Program (C3) Services as described inthe attached Statement of Work (SOW).

The FAA C3 Program involves work with classified systems, facilities, and information. If your company does not possess a Top-Secret security clearance and Sensitive Compartmented Information (SCI) eligibility as evidenced by a Cage Code in the Defense Security Service (DSS) Industrial Security Facility Database (ISFD) do not respond to this market survey.  Your response will not be considered.

The FAA requires a submittal demonstrating your organization’s strategy, capability, and methodology of performance by responding to the inquiries below and completing them as they relate to the Statement of Work (SOW) attached.  Your response must be a maximum of ten (10) pages.  Use font size Times New Roman 11.    

Respondents must address all information requested in this Market Survey – Identified as items 1, 2, and 3 below - as these shall be considered Baseline Requirements.

Response Requirements:

1. Cover Sheet: Complete the Cover Sheet and attach to your submission (below).

2. Capability Questions and Statements: Answer every question thoroughly.

a) What experience does the firm have in analyzing, optimizing, and modernizing on-premise IT Infrastructure and processes for Federal Government Organizations?

b) What experience does the firm have in implementing Zero Trust for a legacy on-premise IT Infrastructure to meet Executive Order 14028 and NIST 800-53?

c) What experience does your firm have providing program management support to government agencies with classified systems?

d) What experience does the firm have in defining, designing, developing, deploying, and maintaining backup communications networks and facilities (including emergency facilities) for Federal Government organizations? 

e) How does your company ensure that your qualified staff possess all required government and industry clearances/certifications to maintain backup systems (telecommunications, infrastructure, and facilities) and that those clearances/certifications remain current?

3. Documented Experience: Provide at least one example of past performance of a comparable size and scope as that required by the SOW paragraph 1.2.  This example must be current within three (3) years. The Offeror must describe how the services they offered were similar in nature to the SOW paragraph 1.2 and provide a detailed explanation regarding their approach to the delivery of services and what obstacles, if any, they faced.

Respondents must identify a representative to support further FAA inquiries and requests to clarify the information provided.

The principal North American Industry Classification System (NAICS) code for this effort is 541990, “All Other Professional, Scientific and Technical Services”, size standard - $19.5M.

Any comment(s) the respondent wishes to provide shall be marked with the word “COMMENTS” and fully segregated from the requirements responses listed above.  It is important to note that the government is not obligated to consider any comments received.

At this time, the nature of the competition has not been determined. The responses to this Market Survey will inform our procurement strategy. The FAA may decide to do an unrestricted competition or to set aside all or part of the procurement for certified small businesses or Small Disadvantaged Business (SDB), Socially Economically Disadvantage Business (SEDB) (8a), Small Disadvantage Veteran Owned Small Business (SDVOSB), Historically Underutilized Business Zone (HUBZone), Women Owned Small Business (WOSB), or Economically Disadvantage Women Owned Small Business (EDWOSB), a single source or a tiered competition.

Only respondents to this market survey will receive the resultant Screening Information Request (SIR) if issued.
