About this opportunity
The United States Coast Guard has published a sole source special notice for the replacement of an immigrant/small boat fantail awning aboard the USCG Fast Response Cutter FRANK REDNOUR. This procurement falls under the Department of Homeland Security and is classified as a Total Small Business set-aside opportunity. The Coast Guard intends to award this contract exclusively to Pipe Dreams Marine, LLC under the authority of 10 U.S.C. 3204(a)(1) and (2) and FAR 6.302-1. The notice was posted on August 1, 2025, with responses due by August 5, 2025. The work involves textile and canvas manufacturing services, specifically categorized under NAICS code 314910 for Textile Bag and Canvas Mills and PSC code 7230 for Draperies, Awnings, and Shades.
The primary objective of this procurement is to replace a worn awning component that has experienced accelerated deterioration due to increased operational tempo resulting from the Presidential Declaration of National Emergency at the Southern Border. The required awning is an Original Equipment Manufacturer component specifically designed for the FRC platform, conforming to design specifications set by Bollinger Shipyards and protected under U.S. Patent No. USD789273S. The Coast Guard has determined that this OEM awning, with a demonstrated service life of 8-10 years, is not available from alternative sources without substantial cost duplication that would not be recovered through competition. While this is not a request for competitive proposals, the notice allows any responsible source that believes it can fulfill the requirement to submit a capability statement in writing. The work will be performed at the Coast Guard base in Los Angeles Long Beach, San Pedro, California, with a performance period not exceeding 90 calendar days and includes a one-year warranty on all goods and services.
