The selected vendor must be a state-certified general real property appraiser capable of producing detailed AWMA reports compliant with Uniform Standards of Professional Appraisal Practice (USPAP), analyzing comparable property sales within 24 months, and providing per-acre land use valuations for both agricultural lands and all other lands. The government will evaluate submissions using Lowest Price Technically Acceptable (LPTA) criteria and award a firm fixed-price contract with a base period and up to four option years. Critical dates include a questions deadline of June 18, 2025, and a quote submission deadline of June 26, 2025, at 5:00 PM Eastern Standard Time.

This opportunity is designated as a 100% Total Small Business Set-Aside under NAICS code 531320 (Offices of Real Estate Appraisers) with a size standard of $9.5 million. The solicitation includes multiple contract line items encompassing the base AWMA analysis and three option years for annual recertification and amendments, though specific award values are not disclosed in the available documentation. The contract will require the contractor to deliver initial and subsequent annual reports by specified deadlines and maintain compliance with electronic invoicing requirements through the U.S. Treasury's Invoice Processing Platform. Performance will occur throughout Ohio, with the contractor analyzing market conditions across the state's diverse geographic regions as depicted in the provided GARC mapping. Vendors must maintain active registration in the System for Award Management (SAM) and demonstrate expertise in real estate appraisal services specific to agricultural and wetland properties.
