About this file
Exhibit 2 details the land use categories for the 2026 Agricultural Watershed Market Analysis (AWMA) in Ohio, which divides the state's 88 counties into 11 separate regions. The document provides a comprehensive classification of land types, focusing on two primary categories:
- Agricultural Lands, which include irrigated and non-irrigated areas used for crop production, such as row crops, forage crops, hayland, horticultural cropland, pastured land, orchards, and vineyards. The definition encompasses nuanced subcategories like cropped woodland, marshes, Conservation Reserve Program (CRP) lands, and silvopasture, with specific criteria for each classification based on active management, crop production, and land convertibility. 2) All Other Lands, which comprises any land not meeting the agricultural land definition and excludes urban lands with residential or commercial potential. This detailed categorization appears to support the Natural Resources Conservation Service's Agricultural Conservation Easement Program Wetland Reserve Easement (ACEP-WRE) market analysis for Ohio.

EXHIBIT 2
2026 AWMA - Ohio
The Market Area will encompass the entire state of Ohio. The 88 counties in Ohio have been combined into 11 separate regions and each region will receive its own AWMA. A region map is attached titled Exhibit 1.
LAND USE CATEGORIES
A. Land use, land quality, soils and topography. The land uses to be included are:
1) Agricultural Lands
• Means a land cover/use category, either irrigated or non-irrigated, that includes areas used for the production of adapted crops for harvest, including but not limited to land in row crops or close-grown crops, forage crops that are in a rotation with row or close grown crops, permanent hayland, horticultural cropland, pastured land, orchards, and vineyards.
o Cropped Woodland and Marshes: Where at least 50 percent of the area is actively managed to produce an agricultural product. The crop may be grown symbiotically within the system, such as ginseng and wild rice or harvested directly from the trees such as maple syrup. For maple syrup production, the number of tapped trees will be used to determine the production areas. Once established, the agricultural product is harvested annually. Plants are selectively removed as needed to control disease and insect pests or to prevent overcrowding of the desired species. If utilized, nutrient applications follow University recommendations for the desired crop.
o Land currently in CRP (herbaceous species) qualifies as agricultural land.
o Land currently in CRP (trees/woody species) qualifies as agricultural land if the land is easily convertible back to agricultural. Generally speaking this means trees less than 15 years old dominate the cover.
o Hayland: Means a subcategory of “cropland” managed for the production of forage crops that are machine harvested. The crop may be grasses, legumes, or a combination of both.
o Pasture: Means a land cover/use category of land managed primarily for the production of introduced forage plans for grazing animals and includes improved pasture. Pastureland cover may consist of a single species in a pure stand, a grass mixture, or grass-legume mixture. Management usually consists of cultural treatments:
fertilization, weed control, reseeding or renovation, and control of grazing.
Silvopasture that meets the NRCS silvopasture establishment practice standard (381) and the additional technical criteria listed in Exhibit 518.155 B, Technical Criteria for Silvopasture Eligibility, will be considered as pastureland or rangeland and not incidental forestland, since silvopasture is one type of intense grazing system.
2) All Other Lands
• This includes all land that does not fit into the Agricultural Lands category and is not urban land containing improvements or have a best use as a residential or commercial building site.
