About this opportunity

The National Oceanic and Atmospheric Administration modified existing IDIQ contracts 1332KP23DNEEP0001 (Space Sciences and Engineering LLC/PlanetiQ) and 1332KP23DNEEP0002 (Spire Global Subsidiary, Inc.) on a sole-source basis to increase the contract ceiling by 95% under the Radio Occultation Data Buy 2 program.

The justification cites 41 U.S.C. 3304(a)(1) and FAR Subpart 6.103-1(b), only one responsible source, establishing that these two vendors are the only sources with the operational satellite infrastructure and technical capabilities to provide the required commercial GNSS radio occultation data and ionospheric measurements. Market research conducted through RFIs in February 2024 and April 2025 identified no additional capable vendors. The data supports NOAA's operational weather forecasting and space weather prediction, processed into neutral atmospheric profiles, total electron content, and scintillation indices. Current delivery orders end September 18, 2026, with the ordering period extending through March 26, 2028. The ceiling increase is driven by demonstrated improvements in weather forecast accuracy from higher volumes of radio occultation and low-latency data, combined with expanded commercial satellite provider capacity. All delivery orders are competitively evaluated at the delivery order level using firm-fixed-price terms, with the contracting officer determining anticipated costs will be fair and reasonable. Place of performance includes Golden, Colorado (Space Sciences and Engineering LLC/PlanetiQ) and Vienna, Virginia (Spire Global Subsidiary, Inc.). The action is executed on behalf of the Commercial Data Program under NESDIS Systems Architecture and Engineering.

Notice text

The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), modified existing contracts 1332KP23DNEEP0001 and 1332KP23DNEEP0002 on the basis of other than full and open competition.

These modifications support the Radio Occultation Data Buy 2 (RODB-2) Indefinite Delivery/Indefinite Quantity (IDIQ) multiple-award contracts. This action is executed on behalf of the Commercial Data Program (CDP) under the National Environmental Satellite, Data, and Information Service (NESDIS) Systems Architecture and Engineering (SAE) office.

The statutory authority permitting other than full and open competition is 41 U.S.C. 3304(a)(1), as implemented by the Revolutionary FAR Overhaul (RFO) Federal Acquisition Regulation (FAR) Subpart 6.103-1(b): Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

Please refer to the attached, redacted Justification for Other Than Full and Open Competition (JOFOC) document for the complete rationale and documentation supporting this action.

Awarded contract 1332KP23DNEEP0001 to unknown vendor for unknown amount on 2026-06-18.
