This is a SYNOPSIS OF CONTRACT AWARD. This synopsis is to announce award of a contract in accordance with FAR subpart 5.3. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS.
On October 19, 2016 NAVSUP FLC Norfolk, Philadelphia Office, located at 700 Robbins Ave Philadelphia PA 19111 awarded multiple award, indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee, firm-fixed-price task order contracts to provide curriculum maintenance and development services in support of Naval Education Training Commandâs Naval Training Products and Services Program. Awards were made to the following firms at a total estimated value as follows; N00189-17-D-Z003 to Camber Corporation of Huntsville, AL in the total CPFF amount of $230,620,020, N00189-17-D-Z004 to URS Federal Services, Inc.
of Germantown, MD in the total CPFF amount of $204,627,979, N00189-17-D-Z005 to General Dynamics Information Technology, Inc. of Fairfax, VA in the total CPFF amount of $188,577,142, N00189-17-D-Z006 to CACI-CMS Information Systems, Inc. of Chantilly, VA in the total CPFF amount of $192,124,569, N00189-17-D-Z007 to Salient Federal Solutions Inc. of Fairfax, VA in the total CPFF amount of $193,563,237, and N00189-17-D-Z008 to A. Harold and Associates, LLC of Jacksonville, FL in the total CPFF amount of $178,581,201. Each contract will run concurrently and includes a 36-month base ordering period and 36-month option period. Work is expected to start on November 1, 2016 and be completed by October 31, 2019; if all options are exercised, work will be completed by October 31, 2022.
The awards were made in response to proposals submitted under a competitive full and open, unrestricted RFP N00189-14-R-Z036. Work will be performed 100 percent in contractor facilities in response to awarded task orders and cannot be reasonably estimated at the time of contract award.

NAVSUP Fleet Logistics Center Norfolk, Philadelphia Office intends to issue an RFP, on an unrestricted, full and open competitive basis, for the provision of services in support of the Naval Education Training Commands (NETC) N7, in conjunction with Naval Education and Training Professional Development and Technology Center (NETPDTC), Naval Training Products and Services for Curriculum Development and Maintenance. A multiple award, indefinite delivery, indefinite quantity type contract under which cost plus fixed fee or fixed priced task orders shall be issued in accordance with FAR Part 16 is anticipated. The contractor shall provide support for requirements under this area including curriculum development of training materials for instructor-led training, interactive multimedia instruction, blended training materials, and courseware for delivery using current technologies.
Additionally, curriculum maintenance of training materials due to surveillance actions and internal and external triggers to change, update, and revise curriculum.
Program Management and Staff Support - Requirements under this area will include training program management and staff support for Navy training programs and organizations for specialized skill sets on a reoccurring or short term basis in response to special projects, emergent requirements, or workforce gaps.
It is anticipated that up to 566,075 hours of services may be required per year. The contractor will be required to perform necessary non-personal labor and services to accomplish this tasking for NETC located in Pensacola, FL, contractors facility, and various other locations.
It is anticipated that the RFP shall be issued sometime in August or September 2014 with an award date sometime before May 2015.
Services shall commence 30 days after award date. It is anticipated that the contract will include base ordering period of three years and one option ordering period of three years to be exercised in accordance with FAR 52.217-9. It is anticipated that the contract will contain on-ramp provisions. The RFP shall require submission of a technical and cost proposal. The applicable NAICS code is 611430. This is an unrestricted acquisition; all responsible sources may submit a proposal that shall be considered by the Navy. The RFP will require a Small Business Subcontracting Plan. Offerors must be registered in System Award Management (sam.gov) to be considered for the award.
It is anticipated that FAR Part 15 Contracts by Negotiation will be utilized.
It is the intention of the Navy to issue this RFP through electronic means only.
This RFP shall be available upon issuance at http://www.neco.navy.mil. The RFP number will be N00189-14-R-Z036.
