About this opportunity

The Department of Agriculture Animal and Plant Health Inspection Service (APHIS) Marketing and Regulatory Programs Business Services awarded a fixed-price, 90-day delivery sole-source contract to Becton, Dickinson and Company for $398,370 on June 29, 2026, for procurement of a spectral flow cytometer with cell imaging capabilities.

The contract (12639526P0182) was awarded under FAR 12.201-1 Simplified Procedures. Place of performance is Ames, Iowa. The equipment—a 5-laser FACSDiscover A8 Cell Analyzer—includes 78 fluorescence APD detectors, calibration materials, extended 2-year warranty, three copies of FlowJo analysis software, a standalone computer, onsite setup, staff training, and technical support. The laboratory requires the spectral flow cytometer to test regulatory samples, develop new reagents for regulatory testing, and support research into alternatives to animal testing. The justification for sole source rests on BD's exclusive ability to integrate real-time cell imaging, orthogonal frequency domain multiplexing, full spectrum optics, and FlowJo software compatibility into a single instrument; competing vendors (Thermo Fisher Scientific, Agilent, Sony Corporation, and Cytek Biosciences) lack equivalent integrated capabilities.

Notice text

This award is a sole-source, fixed price, 90 day delivery, new contract for the manufacture or procurement of a spectral flow cytometer with cell imaging capabilities, a critical piece of scientific equipment which measures fluorescent emission spectra from stained samples allowing for the rapid and accurate measurement of specific live cell populations within a mixed sample as well as being capable of visualizing the cells. The spectral flow cytometer is needed to ensure the laboratory is capable of testing regulatory samples which are submitted to the laboratory, enhance the laboratory’s capabilities to produce and develop new reagents used in regulatory testing, and support the ongoing research efforts focused on finding alternatives to animal testing.

The justification is IAW 41 U.S.C. 1901 FAR 12.201-1 Simplified Procedures.

Awarded contract 12639526P0182 to BECTON, DICKINSON AND COMPANY for 398370.00 on 2026-06-29.
