About this opportunity

The Department of Veterans Affairs has published a Special Notice announcing its intent to award a sole-source contract for AviTracks Software Maintenance and Services at the LTC Charles S. Kettles VA Medical Center in Ann Arbor, Michigan. The VA intends to negotiate exclusively with Avicenna Medical Systems, Inc., located at 3090 DHU Varren Ct., Ann Arbor, MI 48105, for this specialized procurement. This firm fixed-price contract will cover the period from December 1, 2025, through November 30, 2026, and falls under NAICS Code 513210 (Software Publishers) with a size standard of $47 million. The procurement is being pursued under FAR 6.302.1, which allows for sole-source awards when only one responsible source exists and no other supplies or services will satisfy agency requirements. The contractor will be required to provide all necessary parts, labor, equipment, materials, and supervision to service the medical center's requirements.

The primary purpose of this Special Notice is to inform the contractor community of the VA's intention to proceed with a non-competitive procurement due to the specialized nature of the AviTracks software maintenance services. Any potential contractors wishing to challenge this sole-source determination must submit responses by 3:00 PM Eastern on August 21, 2025, via email to Alexis.Alexander1@va.gov. These responses must provide clear and convincing evidence that competition would be advantageous to the government, as no solicitation package is available for this procurement. The VA has made clear that the determination not to compete remains solely within the government's discretion. Contractors interested in this opportunity must demonstrate their capability to provide the specific AviTracks software maintenance services required by the medical center. The notice serves as the government's formal announcement of its procurement strategy while providing a limited window for industry feedback on the competitive approach.
