About this opportunity

The Defense Media Activity (DMA) has issued a Special Notice announcing its intent to award a single source purchase order to BEI Electronics, LLC for annual software license and maintenance support for Broadcast Electronics' AudioVAULT FLEX (AVFLEX) radio automation software. The procurement is being conducted under Federal Acquisition Regulation (FAR) authority for single source solicitation, supported by an approved Justification and Approval document. The software is essential to the American Forces Network's (AFN) radio operations, supporting news, entertainment, and command information programming for U.S. military personnel, civilians, contractors, and their families stationed overseas. The system is deployed at the AFN Broadcast Center and twenty-five overseas AFN Radio Stations as part of their critical broadcasting infrastructure. The government anticipates making a firm fixed price award with an anticipated award date in September 2025.

The primary objective of this procurement is to ensure continued operational capability of AFN's radio automation systems that provide essential programming services to Department of Defense personnel and their families stationed overseas. The Special Notice indicates that responses were initially due by August 12, 2025, with subsequent documentation showing varying deadlines including August 18, 2025, and September 1, 2025, depending on the specific notice version. This is explicitly not a request for competitive proposals or quotations, and the government will not issue a formal solicitation package or honor requests for solicitation copies. The procurement is justified as a single source award because Broadcast Electronics is identified as the only vendor capable of providing the required AVFLEX software license and maintenance support, with the government's need unable to be satisfied by commercial items or services from alternative vendors. All information received will be used solely to determine whether conducting a competitive procurement would be in the government's best interest.
