About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command at Yuma Proving Ground is seeking potential vendors for Aviation Support Services through a Sources Sought Notice. The government intends to extend the current contract (W91151-19-C-0007) for 45 days from 16 May 2025 through 30 June 2025, while simultaneously exploring competitive procurement options. The notice requires interested businesses to provide detailed information about their capabilities, including previous experience with similar requirements, company specifics, DUNS number, CAGE code, and business size. Evaluation criteria will focus on vendors' ability to perform the services at a fair market price, with particular emphasis on understanding market capabilities and potential competition constraints. Respondents are asked to submit their information by April 25, 2025, with specific requirements including identifying potential competition restrictions, company details, and recommendations for improving the Army's acquisition approach.

The solicitation is specifically set aside for Service-Disabled Veteran-Owned Small Businesses, though it encourages participation from all business sizes and socioeconomic categories, including 8(a) Business Development Program, Small Disadvantaged Business, HUBZone, and Women-Owned Small Business concerns. The procurement falls under NAICS code 488190 for Other Support Activities for Air Transportation, with a Product Service Code (PSC) of J015 for maintenance and repair of aircraft and airframe structural components. While no specific award value is mentioned, the notice indicates this is a market research phase to determine potential vendor capabilities for a future competitive procurement. Interested firms are requested to provide detailed information about their past performance, pricing structures, delivery schedules, and potential contracting arrangements, including prime contractor, subcontracting, joint ventures, or teaming possibilities. The government emphasizes that this notice does not constitute a formal solicitation and does not guarantee future contract award.
