About this opportunity

The U.S. Department of Transportation's John A. Volpe National Transportation Systems Center is procuring technical support services for the development and enhancement of the Aviation Environmental Design Tool (AEDT), which supports the Federal Aviation Administration's Office of Environment and Energy and the Next Generation Air Transportation System (NextGen) initiative. The procurement focuses on extracting and validating trajectory data using Performance Data Analysis and Reporting System (PDARS) capabilities, building upon detailed work previously completed in aircraft noise measurement, analysis, emissions modeling, and ambient air quality assessment. The contractor must demonstrate expertise in PDARS data extraction and acceptance by the AEDT development team as a qualified provider. This pre-solicitation notice was posted on November 18, 2025, with a due date of November 19, 2025, providing a compressed timeline for interested parties to respond or submit inquiries.

This procurement is not utilizing any set-aside designations and is intended to be awarded on a sole-source basis to ATAC Corporation, which has been the sole organization performing original PDARS extraction work through its proprietary SkyView tool and has been accepted by the AEDT development team for this validation trajectory data extraction effort. ATAC Corporation represents the incumbent contractor with established expertise and proprietary capabilities in this specialized area. The pre-solicitation notice does not specify an explicit award value or budget range in the available documentation, though the work represents a continuation of ongoing technical support services that the Volpe Center has provided to the FAA for several decades. The compressed timeline between posting and due date suggests this is a streamlined procurement process reflecting the established relationship and technical requirements specific to ATAC's existing capabilities.

Notice text

The U.S. Department of Transportation, John A. Volpe National Transportation Systems Center (Volpe Center) Cambridge, MA is supporting the Federal Aviation Administration's Office of Environment and Energy (FAA AEE) as the Volpe Center has provided technical expertise and support to FAA for several decades in the area of aircraft noise measurement, analysis, and modeling, and has initiated similar efforts in the area of aircraft emissions and ambient air quality modeling. Significant among these efforts is support to FAA in the development of the Next Generation Air Transportation System (NextGen), including Aviation Environmental Design Tool (AEDT).  This AEDT update builds upon detailed work completed as part of the original AEDT extraction capabilities using Performance Data Analysis and Reporting System (PDARS).  ATAC was the sole organization performing the original PDARS extraction through its SkyView tool, proprietary to ATAC. The Volpe Center seeks the support of the contractor who has been accepted by the AEDT development team for extracting validation trajectory data.  Therefore, the Government intends to award a purchase order on a sole source basis to ATAC Corporation.
