About this opportunity
The U.S. Department of Agriculture Animal and Plant Health Inspection Service seeks replacement of netting at its National Wildlife Research Center Mississippi Field Station aviary, with quotations due June 8, 2026. This is a Total Small Business Set-Aside with a small business size standard of $19 million.
Place of performance is Mississippi State University, MS 39762. The contractor must remove approximately 70,000 square feet of existing netting and install new netting consisting of 60,000 square feet exterior and 10,000 square feet interior. Netting specification requires #36 three-strand twisted knotted material with 1-3/4" x 1-3/4" mesh size, UV and abrasion coated in black, with 3/8" rope border on all edges. The netting must be heavy-duty, weather resistant, and rated for minimum 5-year lifespan under extreme conditions including rain, wind, ice, and prolonged sunlight. The contractor must provide a 5-year warranty covering UV degradation and manufacturing defects, with repair or pro-rated replacement for failures under normal use. All work includes complete labor and materials for installation on pre-existing cable, pole, and fence structures with no gaps at attachment points or seams exceeding mesh size. Work must commence within five calendar days of notice to proceed and complete within 30 days, with permitted working hours 6 a.m. to 6 p.m., seven days per week.
The estimated project magnitude is between $100,000 and $250,000, firm-fixed price. Federal construction wage rates for Oktibbeha County apply. Payment and performance bonds are required within 10 days of award. Evaluation uses a lowest price, technically acceptable approach, with only the lowest priced quotation initially evaluated for technical acceptability. Quoters must demonstrate relevant experience with similar netting projects and provide past performance references including contract numbers, project locations, award and completion dates, and contact information.
