About this opportunity

The United States Air Force, specifically the United States Air Forces in Europe - Air Forces Africa through the 48th Contracting Squadron, has issued a Special Notice of Intent to Sole Source a contract to DeTect Inc. for warranty, service, and maintenance of the MERLIN Aircraft Birdstrike Avoidance Radar system at RAF Lakenheath. This is a Request for Information (RFI) announcement issued on March 3, 2026, to solicit information from the contracting community regarding the Government's intent to award a Firm Fixed Price contract for these specialized services. The procurement is categorized under NAICS 541690 (Other Scientific and Technical Consulting Services) and PSC R499 (Support- Professional: Other). DeTect Inc. has been identified as the sole source provider based on market research and the proprietary nature of the MERLIN system technology.

The primary objective of this Special Notice is to inform potential contractors of the Government's intent to sole source this contract while providing an opportunity for interested parties to submit information if they believe they can provide equivalent services. The deadline for responding to this RFI is March 18, 2026. DeTect Inc. is the only authorized provider of MERLIN system maintenance, support, and upgrades, as any third-party work voids the system warranty, making competition impossible under current circumstances. Interested contractors should note that this announcement does not constitute a formal solicitation; no evaluation letters or results will be issued, no reimbursement will be made for response costs, and telephone calls requesting bid packages will not be accepted. The contractor selected must provide comprehensive non-personal services, including all necessary personnel, equipment, tools, and supervision to ensure avian radar maintenance is performed in compliance with applicable federal, regional, and local laws while achieving decreased wildlife strike rates.
