The U.S. Coast Guard seeks quotations for an AVI Rack Installation Kit (Part Number 1019M60T100-10), with quotations due July 16, 2026. This is an unrestricted, firm-fixed-price commercial item procurement under solicitation 70Z03826QJ0000269, issued as a Request for Quotation (RFQ) with no written solicitation to follow.

Place of performance is the contractor's facility or a USCG-approved facility, with delivery to the USCG Aviation Logistics Center in Elizabeth City, North Carolina. The procurement is structured in two award paths: Attachment 1 applies to offerors without prior Form, Fit, and Function (FFF) testing approval and requires first article submission within 30 days of order; Attachment 2 applies to offerors with prior FFF approval. The initial award quantity is one unit for FFF testing. Upon FFF approval, the USCG may exercise an optional purchase of up to two additional units at the same unit price within 365 days of award, for a maximum total of three units. Any optional quantity modifications will be issued unilaterally to the contractor.

Manufacturing must comply with ISO 9001-2000 Quality Management Systems and USCG Engineering drawings (1019M60T100 through 1019M60T312), accessible through the Defense Logistics Agency's Joint Certification Program. The contractor must furnish a Certificate of Conformance with each part and maintain DLA Joint Certification Program registration. First article approval is required within 30 days of contract award, with government testing and approval within 90 calendar days thereafter. Delivery of the initial unit is due within 30 days after receipt of order; production units under Attachment 2 are also due within 30 days of order receipt.

Award goes to the lowest priced, technically acceptable offeror. The NAICS code is 336413, with a small business size standard of 1,250 employees. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.201, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 70Z03826QJ0000269 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect as of November 28, 2025, IAW the Revolutionary FAR Overhaul (RFO).

The applicable North American Industry Classification Standard Code is 336413. The small business size standard is 1,250 employees. This is an unrestricted requirement. All responsible sources may submit a quotation which shall be considered by the agency.  

It is anticipated that a firm-fixed price purchase order will be awarded on a competitive basis as a result of this synopsis/solicitation for the items found on Attachment 1 – “Schedule with First Article – 70Z03826QJ0000269”, which is for any offeror that has not successfully passed a Form, Fit, Function (FFF) test. Attachment 2 – “Schedule – 70Z03826QJ0000269” is for any offeror that has successfully passed a FFF. The items on Attachment 1 – Schedule with First Article are subject to First Article Testing in accordance with (IAW) Federal Acquisition Regulation (FAR) 52.209-4.

At the time of award, the USCG intends to place an order for a quantity of one (1) item to undergo form, fit, and function (FF&F) testing. Upon approval of FF&F testing, IAW Federal Acquisition Regulation (FAR) 52.217-6, the USCG may require an additional quantity of two (2) items for a maximum quantity of three (3) items at the same price as the original order, for up to three hundred and sixty-five (365) days after the initial award date. 
***Please note that if the USCG chooses to exercise any optional quantity modifications, such modifications will be issued unilaterally to the contractor.

The contractor shall furnish a Certificate of Conformance (COC) in accordance with Federal Acquisition Regulation (FAR) clause 52.246-15. COC must be submitted in the format specified in the clause.  

Concerns having the expertise and required capabilities to provide these items are invited to submit offers in accordance with the requirements stipulated in this solicitation. All parts shall be NEW approved parts.
