About this opportunity
The National Oceanic and Atmospheric Administration seeks removal and replacement of auxiliary fuel tanks at two Next Generation Radar (NEXRAD) sites in Utah (Cedar City and Promontory Point), with quotations due August 25, 2026. This is a Total Small Business set-aside. Amendment 0001, posted August 21, adds questions-and-answers clarification and photographic attachments; contractors must acknowledge receipt before the solicitation closing time.
Place of performance is Cedar City, Utah (KICX site) and Promontory Point, Utah (KMTX site, coordinates 4115'46.01"N 11226'52.29"W). The work includes removal of 30+ year-old above-ground storage tanks, installation of new 1,000-gallon ConVault units or equivalent meeting UL 2085, EPA, NFPA 30, and NFPA 31 standards, permit acquisition, disconnection and reconnection of plumbing and electrical systems, replacement of overflow alarms, and functional testing. Period of performance is 120 calendar days after notice to proceed, with work beginning within ten business days of award. Tanks are located outside; existing monitoring equipment is Pneumercator brand. The Government will fill replacement tanks after installation and before testing.
This is not a small business set-aside despite the Total Small Business designation applying here. Offerors must provide asbestos-containing materials certification and assume full financial responsibility for removal and remediation of any asbestos-containing materials encountered. The NAICS code is 238220, Plumbing, Heating, and Air-Conditioning Contractors; PSC is Z1JZ, Maintenance of Miscellaneous Buildings. The Government intends award as firm fixed-price, single award on an all-or-none basis with Net 30 payment terms. Evaluation weights non-price factors (technical approach, capability, relevant experience, and past performance references from the past two years) as significantly more important than price. Davis-Bacon prevailing wage rates apply per Iron County (UT20260073) and Box Elder County (UT20260081) determinations.

AMENDMENT 0001 (08/21/2026):
ADD QUESTIONS AND PHOTOS TO ATTACHMENTS
1. The SOW states that the NWS will reduce the existing tank levels to approximately 20% (about 200 gallons), but it does not specify who will provide the fuel needed to operate and test the new system after installation. Could you please confirm whether the Government will provide the fuel for final testing, or if the contractor is expected to include fuel in its pricing?
Answer: NWS will fill the tanks after the system is installed before testing.
2. Can you please provide the full coordinates for the Promontory Point site? Only the northing coordinate was provided in the SOW.
Answer: 41°15'46.01"N 112°26'52.29"W
3. Can photos of the existing tanks be provided? This will assist us with understanding equipment requirements and access, etc.
Answer: Photos on attachments
4. Please provide information on what fittings are required for the supply/return lines.
Answer: Photos on attachments
5. Are the tanks located inside? If inside, can access for equipment and the tanks removal/replacement be described?
Answer: Outside
6. What monitoring equipment is used on the tanks? For instance: brand (Veeder Root, Pneumercator, Franklin, etc.), model #, level sensors, interstitial monitors, etc.
Answer: Pneumercator.
7. We request clarification regarding the commissioning and testing scope for the two replacement auxiliary fuel tanks under RFQ 1305M326Q0445. After the contractor removes and disposes of the residual fuel and installs each new tank, who will furnish the fuel required to test the new fuel system and sensors?
Answer: See answer to question #1
8. If the contractor is to furnish it, please specify the required fuel type and quantity for each site. If NWS will furnish it, please confirm when it will be available for commissioning.
Answer: See answer to question #1
