About this opportunity
Army Contracting Command - Detroit Arsenal is soliciting a ten-year Indefinite Delivery Indefinite Quantity follow-on production contract with Carnegie Robotics for the Autonomous Transport Vehicle System (ATV-S), with proposals due June 16, 2026 at 2359 hours. This is a sole-source, non-competitive award under 10 USC 4022; no set-aside applies.
The ATV-S enables convoy operations through autonomous movement within formation, teleoperation for remote Soldier control, and waypoint navigation for pre-planned route execution. Under the ten-year IDIQ, maximum quantities include 750 ATV-S production units, 750 BII/COEI, 80 special tools, 15 field-level spare parts kits, and 750 delta kits. The contract introduces new capabilities including a High C-Band Radio Kit operating at 5150–5925 MHz and Mobile Tactical Operations requirements. New CLINs 0615–1015 cover years 6–10 travel costs, and CLINs 0118–1018 address Mobile Tactical Operations across all ten ordering years. Contract Data Requirements Lists now include TEAMS submissions for FACAR and LCMP for unclassified CDRLs; software CDRLs (A023, A030, A034–A040) have been replaced with Exhibit B CDRLs (B001–B013) addressing software testing, cybersecurity supply chain risk management, design descriptions, and quality assurance. Production items are Firm Fixed Price; travel services are Cost-No-Fee.
