About this opportunity
The Department of Energy Headquarters is issuing a Request for Information on Automated Teller Machine services at two federal facilities, with responses due October 19, 2026. This is market research and acquisition planning; DOE will not pay for responses or reimburse preparation costs.
DOE seeks information on a no-cost-to-Government business model in which an ATM provider would place, operate, and service machines without direct payment from DOE, deriving revenue instead from transaction fees, surcharges, or interchange revenue. DOE anticipates one ATM at the Forrestal Building in Washington, DC (2,500 average occupants) and one at the Germantown Building in Maryland (800 average occupants), with optional in-person banking services at Germantown.
Respondents must address 18 specific information requests covering vendor identification and SAM.gov registration; proposed ATM capabilities including cash withdrawals, deposits, balance inquiries, and contactless payments; fee structures differentiated for customers versus non-customers; site requirements for electrical, telecommunications, security, and environmental conditions; physical and cybersecurity controls; maintenance and cash-replenishment procedures; equipment ownership and removal responsibility; applicable statutory or regulatory authority; facility-access requirements; relevant experience at federal facilities; and proposed agreement structures.
Responses in Microsoft Word or searchable PDF format, limited to approximately 10 pages excluding product literature, must be submitted to eric.schermerhorn@hq.doe.gov by 10:00 a.m. ET on October 19, 2026. Questions are due by October 14, 2026 at 10:00 a.m. ET. DOE will conduct optional facility walkthroughs and may use RFI responses to develop future acquisition, real-property, security, or logistical planning documents.
Notice text
This Request for Information (RFI) is issued solely for market research and acquisition planning purposes. The Government will not pay for the information requested or costs incurred in preparing a response.
