About this file
This is a Request for Information (RFI) issued by the U.S. Department of Energy regarding automated teller machine (ATM) services at two federal facilities: the Forrestal Building in Washington, DC (2,500 average occupants) and the Germantown Building in Maryland (800 average occupants). DOE seeks market research on a no-cost-to-the-Government business model where an ATM provider would place, operate, and service ATMs without direct payment from DOE. Transactions would occur directly between the ATM provider or financial institution and individual users, with the provider deriving revenue from transaction fees, surcharges, or interchange revenue. DOE is interested in one ATM at each location, with optional in-person banking services at Germantown.
Respondents must address 18 specific information requests including vendor identification and SAM.gov registration status; proposed ATM capabilities (cash withdrawals, deposits, balance inquiries, contactless payments, etc.); fee structures for customers/members versus non-customers; detailed site requirements (electrical, telecommunications, security, environmental); physical and cybersecurity controls; maintenance and cash-replenishment procedures; equipment ownership and removal responsibility; applicable statutory or regulatory authority; facility-access requirements for personnel; relevant experience in Federal facilities; and proposed agreement structures. Responses must be submitted electronically in Microsoft Word or searchable PDF format, limited to approximately 10 pages excluding product literature, to eric.schermerhorn@hq.doe.gov by 10:00 a.m. ET on October 19, 2026. Questions must be submitted by October 14, 2026 by 10:00 a.m. ET. DOE will conduct optional facility walkthroughs for interested respondents and may use RFI responses to develop future acquisition, real-property, security, or logistical planning documents.

U.S. DEPARTMENT OF ENERGY
REQUEST FOR INFORMATION (RFI)
Automated Teller Machine (ATM) Services Forrestal and Germantown Facilities
RFI Number: 89303027NMA000105 Response Due Date/Time: 10:00 a.m. ET, October 19, 2026 Point of Contact: Eric Schermerhorn eric.schermerhorn@hq.doe.gov
1. Purpose and RFI Notice The U.S. Department of Energy (DOE) is conducting market research regarding a potential no-cost-to-the- Government arrangement for the placement, operation, and servicing of automated teller machines (ATMs) for use by DOE employees, contractors, visitors, and other authorized facility occupants or users, as applicable.
DOE anticipates that no appropriated funds would be used for ATM transaction services and that DOE would make no contract payments to the ATM provider under the contemplated arrangement. Transactions would occur directly between the ATM provider or financial institution and individual ATM users. This RFI is intended to help DOE understand available business models, capabilities, fees, site requirements, security considerations, and other logistical or legal considerations.
This RFI is issued solely for market research and planning purposes. It is not a solicitation, request for proposal, invitation for bid, or promise to issue a future solicitation or enter into an agreement. Responses are not offers and cannot be accepted by DOE to form a binding contract. DOE will not reimburse respondents for costs incurred in preparing or submitting a response or participating in a site visit or other market-research activity. This RFI does not amend, supersede, or terminate any existing DOE agreement or obligation.
2. Background and Locations DOE is assessing ATM services at the following facilities:
• Forrestal Building, 1000 Independence Avenue SW, Washington, DC 20585.
• Germantown Building, 19901 Germantown Road, Germantown, MD 20874.
DOE is seeking industry input regarding the appropriate number and placement of one (1) ATM at each facility. DOE is also seeking industry input for an optional service of in-person banking services at the DOE Germantown Building. Respondents should identify any assumptions regarding anticipated transaction volume, facility population, access, or other factors that affect their proposed approach.
The approximate average occupancy level for DOE Forrestal is 2,500 and at DOE Germantown is 800.
3. Anticipated ATM Services and Capabilities DOE is interested in commercially available ATM solutions. Respondents should describe the capabilities of the ATMs they would propose, including, as applicable:
• Cash withdrawals and balance inquiries.
• Deposit capability and any limitations on deposit services.
• Account transfers and other expanded transaction capabilities.
mailto:eric.schermerhorn@hq.doe.gov

• Surcharge-free or reduced-fee transaction options.
• Accessibility features and compliance with applicable accessibility requirements.
• Contactless, cardless, or mobile-wallet transaction capabilities.
• Available cash denominations and cash-capacity limitations.
• Remote monitoring, diagnostics, and transaction-status monitoring.
• ATM uptime and proposed service-level or availability standards.
• Preventive maintenance, corrective maintenance, and repair response times.
• Cash replenishment and cash-handling procedures.
• Support for multiple financial networks and any network limitations.
DOE is also interested in the option for in-person banking services at the DOE Germantown Building.
Those services would include, as applicable:
• Checking, Savings, and other accounting services
• Loan services
• Financial planning services
4. Installation, Site, and Government Support Requirements Respondents should identify all requirements necessary to install and operate their proposed ATMs, including physical space, electrical service, telecommunications or network connectivity, cabling, anchoring, structural requirements, environmental requirements, security equipment, and any other site dependencies.
Respondents should clearly distinguish between equipment, services, utilities, connectivity, or other support that would be furnished at the respondent's expense and anything the respondent would request DOE to provide. Respondents should identify whether dedicated commercial telecommunications or Internet service is required and how such service would be obtained and paid for.
No installation, alteration, cabling, anchoring, modification, construction, or other work within a DOE facility would be permitted without prior DOE review and approval. DOE would retain authority to approve proposed ATM locations and facility modifications.
5. Security, Access, and Servicing Respondents should describe their physical and cybersecurity controls for ATM operations, including tamper and skimming protections, remote monitoring, incident notification, protection of transaction and customer information, and any other relevant safeguards.
Respondents should describe anticipated facility-access requirements for installation, cash replenishment, maintenance, repair, inspection, and removal. Identify the anticipated number and categories of personnel requiring recurring access, expected frequency of access, whether work would be performed by employees or subcontractors, and any requirements for armored-car or similar cash-servicing access.
Personnel granted access would be subject to applicable DOE security, badging, and facility-access requirements.
6. Business Model, Fees, and Federal Space Considerations DOE is particularly interested in understanding how respondents would provide ATM services without direct payment from DOE. Respondents should describe the proposed business model, including all
Department of Energy | ATM Services RFI | Page 3 transaction fees, surcharges, interchange revenue, or other sources of compensation associated with operating the ATMs.
Respondents should identify ATM fees that would apply to customers or members of the respondent's financial institution and to non-customers/non-members, including any proposed discounts, fee waivers, or surcharge-free arrangements for DOE personnel.
Respondents should identify whether they are a Federal credit union, State-chartered credit union, commercial bank, independent ATM operator, or other type of entity.
7. Equipment Ownership, Maintenance, and Removal Respondents should identify ownership of all proposed ATMs and associated equipment and describe responsibility for installation, maintenance, upgrades, replacement, insurance, damage, and other operating costs.
Respondents should describe their approach to removal of ATMs and associated vendor-owned equipment at the expiration or termination of an arrangement. DOE anticipates that the provider would be responsible for removal and, as directed by DOE, restoration of affected areas resulting from the provider's installation or removal activities.
8. Requested Information Interested respondents are requested to provide a concise response addressing the following:
1. Vendor/legal entity name, business address, and primary point of contact.
2. Unique Entity Identifier (UEI) and SAM.gov registration status, if applicable.
3. Entity type (for example, Federal credit union, State-chartered credit union, commercial bank, independent ATM operator, or other).
