About this opportunity
The Air Force Life Cycle Management Center at Wright-Patterson Air Force Base issued a sole-source justification notice on May 8, 2026 for award of one Automated Smoke Point Instrument to DC Scientific, Inc., with a response deadline of May 18, 2026. This is not a competitive solicitation; no proposals will be accepted. The Aerospace Fuels Laboratory at Vandenberg Space Force Base requires the instrument to perform ASTM D1322 specification testing on aviation turbine fuels (Jet A, JP-8, JP-4, JP-5, JPTS). DC Scientific is the exclusive U.S. authorized representative for AD Systems, the manufacturer; market research documented in the attached Single Source Justification determined no other vendors reasonably available in the U.S. market. A Sources Sought notice issued April 20, 2026 yielded only one interested company, which failed to submit required capabilities. The estimated contract cost is $44,319.00 as a Firm Fixed Price Commercial Purchase Order under NAICS 334516 (small business size standard 1,000 employees). The instrument must meet benchtop specifications including 24-inch dimensions, digital camera-based flame analysis with 0.05 mm resolution, integrated environmental sensors, and 2GB minimum data storage. Delivery and installation must occur within 12 weeks of award to Vandenberg AFB, California, with on-site installation, performance verification, and four hours of training included. A two-year extended manufacturer warranty and Monday-Friday technical support with maximum three business day response time are required.
