About this file

This is a Single Source Justification for a simplified acquisition by the Air Force contracting activity FA8601-PZIBB for an Automated Smoke Point Instrument. The Aerospace Fuels Laboratory at Vandenberg Space Force Base requires one ASTM D1322-compliant automated smoke point instrument to perform specification testing on aviation turbine fuels (Jet A, JP-8, JP-4, JP-5, JPTS). The estimated contract cost is $44,319.00, with the award to DC Scientific, Inc., a small business distributor identified as the exclusive authorized representative in the USA for AD Systems, the manufacturer.

Extensive market research documented in Section D determined that no competitive sources are reasonably available. Searches were conducted across multiple platforms including internet searches, AbilityOne, Unicor, GSA Advantage, GSA eLibrary, and SAM.gov between April 17-22, 2026. Previous vendors Tanaka Scientific and Grabner Instruments no longer offer these instruments; other vendors offer only manual systems or lack US distribution. A Sources Sought notice published April 20, 2026 (closing April 27, 2026) yielded only one interested company, BHPE LLC, which failed to submit required capabilities. Historical SAM.gov search results confirmed prior DoD sole source and competed awards to DC Scientific for the same equipment. The Contracting Officer Jennifer Blackford determined on April 29, 2026 that only a single source is reasonably available in accordance with FAR 13.106-1(b)(1).

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: FA8601 - PZIBB

Project/Program Name: Automated Smoke Point Instrument

Purchase Request / Local ID Number:

Estimated Contract Cost (including Options): $44,319.00

Section B: Description of the Supplies/Services Required

The Aerospace Fuels Laboratory (AFPET/PTPLE) has a requirement for one Automated Smoke Point instrument to perform specification testing on Aviation Turbine Fuel, Kerosene-based. Instrument must meet the requirements set forth in ASTM D1322. This is a requirement to support the launch and fuels management mission of Vandenberg Space Force Base. Without the Automated Smoke Point instrument, the laboratory will be unable to complete specification testing requirements for AviationTurbine Fuels (Jet A, JP-8, JP-4, JP-5, JPTS).

Section C: Justification for Soliciting from a Single Source or Brand Name

ASTM D1322 Automated Smoke Point instruments are specialized pieces of laboratory equipment with high precision, accuracy, quality & safety standards. DC Scientific is a distributor specializing in this type of equipment and sell a unit that meets all criteria. Other viable vendors that previously carried Automated Smoke Point units meeting D1322 requirements, such as Tanaka Scientific and Grabner Instruments, no longer list these instruments in their online catalogs. Vendors such as Koehler Instrument Company offer manual Smoke Point Lamps, but no Automated systems. Other international vendors such as Etech in Canada and Sun LabTek in India offer Automated Smoke Point instruments, but do not have a US distributor.

AD Systems manufactures the ASTM D1322 Automated Smoke Point instrument. The requirements owner reached out directly to the vendor in October 2025 and learned they do not distribute in the USA however, DC Scientific, Inc. is their exclusive authorized representative in the USA and they are listed as a small business under NAICS code 334516 on SAM.gov and have an "active" registration.

Section D: Efforts to Obtain Competition

1. Internet searches were conducted, looking for potential vendors and the equipment they manufactured and/or distributed.

2. AbilityOne's procurement list for products was searched for "automated smoke point" on 17 April 2026;

no results were found.

3. Unicor's website was searched for product PSC/FSC "6640" on 22 April 2026; no results were found.

4. The SBA small business search was utilized on 17 April 2026 to determine vendors' socioeconomic status.

5. GSA Advantage was searched on 17 April 2026 for the phrase "automated smoke point"; one irrelevant result was found.

6. The GSA eLibrary was searched on 17 April 2026 to determine if the above vendors had any government-wide acquisition vehicles managed by GSA; none were found. The GSA eLibrary was searched

SOURCE SELECTION SENSITIVE

April 2021 SOURCE SELECTION SENSITIVE Page 2 of 2 for the phrase "automated smoke point" on 22 April 2026; no results were found.

7. The phrase "ASTM D1322" was searched on 20 April 2026 at SAM.gov. Only one result within the past five years was found - an Army notification of intent to make a sole source award to DC Scientific in the amount of $36,609.64 was posted on 22 April 2022. The phrase "automated smoke point" was also searched on 20 April 2026 at SAM.gov. Relevantly, two other DoD purchases were found within the last five years. W91ZLK22P0033 is an Army purchase order placed with DC Scientific on 8 June 2022, with obligations totaling $36,609.64; this award resulted from the Army notice of intent to make a sole source award. N6893625P5084 is a Navy purchase order placed with DC Scientific on 28 April 2025, with obligations totaling $38,750.00; this action was competed but had only one offer.

8. A Sources Sought notice was published to SAM.gov on 20 April 2026, closing 27 April 2026. One company expressed interest - BHPE, LLC but they did not submit the required capabilities package.

Based on market research, the AD System's SP20 offered through DC Scientific is the only vendor that can meet the requirement specifications listed within the SOW.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Aerospace Fuels Labs will continue to look for competitive solutions in this field as needed for automated analysis of Smoke Point in Aviation Turbine Fuels for the foreseeable future.
