About this opportunity

The Department of the Army Corps of Engineers Engineering District Savannah is conducting market research for the construction of an Automated Record Fire Plus Range (ARF+) at Fort Liberty, North Carolina. The project solicitation (W912HN25-B-3003) involves building a comprehensive training facility with a 16-lane range, supporting multiple facilities including a range operations control area, control tower, classroom building, and various support structures. The primary objective is to create a facility capable of supporting day and night qualification training for rifles, carbines, and specifically the Next Generation Squad Weapon (NGSW), with fully automated targets and computer-driven scoring capabilities. This is a Sources Sought Notice, which means the government is assessing potential contractor capabilities and is not currently issuing a formal request for proposals. Interested parties must submit their capability statements via email to Tatjana.m.fisher@usace.army.mil or David.j.lione@usace.army.mil by January 31, 2025.

The pre-solicitation notice indicates no specific set-aside designations for this contract opportunity. The project includes Post Construction Award Services (PCAS), electric service, site improvements, and information systems infrastructure. While no specific award value is disclosed, the project scope suggests a significant capital investment for a complex military training facility. The construction will encompass multiple buildings and supporting infrastructure, indicating a substantial and comprehensive project. The range is specifically designed to support advanced training requirements, particularly for the Next Generation Squad Weapon system, which demands more sophisticated range capabilities. The contract will likely be awarded under the Commercial and Institutional Building Construction NAICS category (236220), with the primary purpose of constructing a specialized military training range that supports advanced weapons qualification and soldier readiness.
