About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) has published a Special Notice announcing its intent to award a sole-source contract to General Oceanics, Inc. for five Automated pCO2 Underway Measuring Systems. The contract will be valued up to $7.5 million and awarded under the authority of 41 U.S.C. 1901 using Simplified Acquisition Procedures. These specialized scientific instruments will measure partial pressure of carbon dioxide (pCO2) in surface waters aboard ships of opportunity. The procurement is being conducted by NOAA's Atlantic Oceanographic Meteorological Laboratory (AOML) and falls under the Laboratory Equipment and Supplies category. NOAA has determined that General Oceanics is the only company capable of providing instruments that meet their specific compatibility and performance requirements.
The primary objective of this procurement is to enable NOAA to map and understand carbon dioxide content in ocean surfaces and predict atmospheric carbon dioxide dynamics through advanced oceanographic monitoring capabilities. While this is not a competitive solicitation, NOAA will accept written responses from firms that believe they can meet the specified requirements, provided they submit a comprehensive technical capability statement by the August 28, 2025 deadline. Contractors must demonstrate they can provide pCO2 instruments that are compatible with NOAA's existing systems and meet the performance specifications for the Atlantic Oceanographic Meteorological Laboratory. The contract will be performed at AOML's Miami, Florida location and no small business set-aside has been established for this procurement. Interested parties have until August 28, 2025 to respond with documentation proving their technical capabilities to fulfill this specialized oceanographic instrumentation requirement.
