About this file
This document is a Synopsis from the National Oceanic and Atmospheric Administration (NOAA) for an Automated Partial Pressure of CO2 (pCO2) Underway Measuring Systems procurement. NOAA intends to award a sole-source contract to General Oceanics, Inc. for specialized scientific instrumentation to measure carbon dioxide concentrations in surface seawater on ships of opportunity. The contract will be awarded under 41 U.S.C. 1901 with a potential value up to $7.5M, using Simplified Acquisition Procedures. General Oceanics is deemed the only company capable of providing the required pCO2 instrument that meets NOAA's specific compatibility and performance requirements for the Atlantic Oceanographic Meteorological Laboratory (AOML).
The synopsis indicates the contract will be performed at AOML's location in Miami, Florida, with no small business set-aside. While this is not a competitive solicitation, NOAA will accept written responses from firms believing they can meet the requirement, with a comprehensive technical capability statement. Key contract details such as specific delivery schedule, contract number, and exact award date remain to be determined. The ultimate goal of the pCO2 system is to help map and understand carbon dioxide content in ocean surfaces and predict atmospheric carbon dioxide dynamics.

(16) Description:
AOML requires an Automated pCO2 Underway Measuring Systems to measure pCO2 in surface waters on ships of opportunity. The pCO2 system shall be designed to measure surface seawater carbon dioxide concentrations and must fulfill stringent performance criteria and have validated performance in inter-comparison exercises such as the ICOS pCO2 instrument comparison. The manufacturer must certify that the systems meet the necessary criteria and be compatible with current automated pCO2 Underway Measuring Systems operated by the AOML to map the carbon dioxide content of the ocean surface and ultimately understand and predict what happens to the carbon dioxide released into the atmosphere.
Delivery Schedule: To be determined
NOAA intends to award a sole-source contract to General Oceanics, Inc. under the authority of 41 U.S.C. 1901, using SAP up to $7.5M as authorized by FAR 13.500(a) and implemented by FAR 13.501(a).
General Oceanics, Inc. is the only company capable of providing the supplies at the level of quality required as the supplies are highly specialized. General Oceanics is the only company that manufactures the pCO2 instrument based on the Government’s compatibility and performance requirements to meet AOML’s scientific research needs.
This notice of intent is not a request for competitive proposals. However, any firm that believes it can meet this requirement may provide written notification to the Contracting Officer. Firms who believe they can meet this requirement are required to submit in writing an affirmative response demonstrating a comprehensive understanding of the requirements.
