About this opportunity

The Department of Agriculture Agricultural Research Service is procuring one Automated Library Preparation Robotics System for installation in Kerrville, Texas through RFQ 1232SA25Q0758. The system must be compatible with multiple genomic and molecular biology kit manufacturers including Illumina, Integrated DNA Technologies, New England BioLabs, Oxford Nanopore Technologies, Pacific Biosciences, QIAGEN, Roche KAPA, Thermo Fisher Scientific, and Twist Biosciences, with specific technical requirements including temperature control, safety lights, universal magnetic plate, waste management components, interactive digital screen, PCR block, and multi-use arm with pipetting capabilities from 350nl to 750 ul. The procurement follows a Lowest Price Technically Acceptable (LPTA) evaluation methodology with two factors: Technical Capability assessed on a Pass/Fail basis and Price. Vendors must submit electronic quotes demonstrating compliance with all salient characteristics specified in the requirements, maintain active SAM.gov registration, and complete all required representations and certifications. The submission deadline has been extended multiple times, with the current due date of September 25, 2025 at 1:00 PM Eastern.

Originally structured as a small business set-aside under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a size standard of 1,000 employees, Amendment 002 dissolved the set-aside designation making the solicitation unrestricted and open to all qualified contractors. While the specifications mention that a Hamilton NGS Star Robotics system meets the stated requirements, any automated library preparation robotics system conforming to the detailed specifications will be considered for award. The contract requires delivery within 90 days after award on an FOB Destination basis, with quotes held firm for 60 calendar days. The government reserves the right to award a single purchase order or make no award based on quote quality and fund availability. Performance will occur at the designated facility in Kerrville, Texas, with the system requiring specific dimensions of 96cm H x 1.33m W x 98cm L to meet the installation requirements.
