About this opportunity

The Marine Corps Base Camp Lejeune Contracting Office is soliciting quotes for an Automated Armory Tracking System (AATS), a web-based Software as a Service platform for the Provost Marshal's Office, with quotes due September 9. The procurement is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS 513210.

Place of performance is Camp Lejeune, North Carolina. The system must be FedRAMP Moderate or High authorized and compliant with DoD Cloud SRG Impact Level standards, Section 508/WCAG 2.1 Level AA accessibility requirements, and Marine Corps security directives MCO 5530.14A and MCO 4400.201. The platform must deliver real-time asset tracking of serialized weapons, ammunition, and gear; digital check-in/check-out processing; automated generation of official NAVMC 10576 and NAVMC 11186 receipts; and immutable digital audit trails. The contractor must support USB/Bluetooth barcode and RFID scanning peripherals, establish multi-tenant cloud setup with role-based access control, and migrate historical data from Consolidated Memorandum of Receipts and legacy databases with 100% structural integrity within 30 days of award. The system must maintain 99% uptime and provide 24/7 help desk support with 48-hour acknowledgment of non-emergency tickets.

The contract is firm-fixed-price for one 12-month base period plus two optional 12-month periods. Deliverables include cloud provisioning within 15 days of Government inputs, data migration within 30 days of award, remote training prior to go-live, and quarterly SLA reports. Evaluation criteria are price, technical capability, and past performance. All three contract line items (base year and two option years) must be priced; missing pricing renders a quote non-responsive. Quotes must be valid for 90 days and submitted via email to elijah.hillsgrove@usmc.mil and david.r.bovee.mil@usmc.mil. Quoters must be SAM-registered with a Unique Entity ID and CAGE Code.
