About this opportunity
The National Institute of Allergy and Infectious Diseases (NIAID) within the National Institutes of Health is seeking capability statements from qualified sources to establish the Autoimmune Diseases Statistical & Clinical Coordinating Center (AD-SCCC). The center will provide comprehensive statistical design and analysis, protocol development, study initiation and management, clinical safety and pharmacovigilance support, safety oversight, management of clinical study collaboration portals, manuscript preparation, and management of sample repositories in support of NIAID-sponsored clinical research in autoimmune diseases and related conditions. Interested contractors must submit capability statements limited to five pages (excluding resumes) electronically to Patrick Finn, Contracting Officer, at patrick.finn@nih.gov by March 6, 2026, at 3:00 PM Eastern Standard Time, with the email subject line specifying HHS-NIH-NIAID-RDSS-26-75N93026R00009. All contractors must be registered in the System for Award Management (SAM) to be considered. This Sources Sought Notice is not a formal solicitation and does not obligate the government to award a contract or pay for submitted information.
The contract carries no small business set-aside designation. The current incumbent contractor is RHO Federal Systems Division, Inc., which holds the existing five-year contract valued at $49,268,667 from February 1, 2022, through January 31, 2027. The anticipated new effort requires 23,927 direct labor hours over an 18-month period from February 1, 2027, through July 31, 2028, consisting of a six-month base period and two optional six-month extensions. This represents a continuation of the existing AD-SCCC program, which supports critical statistical and clinical coordination functions across NIAID's autoimmune disease research portfolio.
