About this opportunity
The Air Force Central Nonappropriated Funds office is conducting a sources-sought / request for information (RFI) for audit advisory services, with responses due by May 8, 2026; this is market research only and will not result in contract award.
The Air Force seeks expert guidance and hands-on support to prepare NAF financial statements for independent audit readiness in compliance with U.S. GAAP and DoD financial regulations. Work is performed on-site at Air Force Services Center in San Antonio, Texas, over a six-month period of performance. The NAF portfolio encompasses approximately $3.4 billion across ten central funds, including the Air Force Financial Management Fund, Lodging Fund, Morale Welfare and Recreation Fund, and eight others. Prior audits (FY22 and FY23) resulted in Disclaimers of Opinion due to insufficient audit evidence and fundamental control deficiencies; this engagement remediates those findings.
The contractor must field qualified personnel with collective expertise in financial management advisory, audit readiness, and internal control remediation for federal and DoD agencies, with strong preference for NAFI experience. At least one active licensed CPA is required; other certifications such as CIA, CGFM, or CISA are preferred. Personnel must hold Bachelor's degrees in Accounting, Finance, or related fields with minimum 24 credit hours in accounting and demonstrated project leadership on similar-scope engagements.
Deliverables include a Project Management Plan (ten business days post-award), monthly progress and reconciliation packages, comprehensive SOP and Risk and Control Matrix documentation (due 120 days post-award), formal training sessions, and quality assurance validation of AFSVC personnel proficiency. Contractor must comply with extensive security, privacy, and cybersecurity requirements, including clearance processing and NIST SP 800-53 adherence. All data and materials become government property. Funding is entirely NAF revenue with no appropriated funds.
