This is a Total Small Business set-aside under NAICS 621340, with a small business size standard of $12.5 million.
Place of performance is Wenatchee, Washington, with testing scheduled at seven locations across multiple ranger districts during June 15–18, 2026, or potentially October 2026 depending on award date. All travel and related costs must be included within quoted prices; no separate pricing is permitted.
The contract is firm-fixed-price with one anticipated award. Evaluation criteria are lowest price (Factor 1), relevant past performance from the past three years (Factor 2), and ability to meet estimated testing dates (Factor 3), with award made to the highest technically rated offeror with fair and reasonable pricing and acceptable or neutral past performance. The Contracting Officer is Brian Johnson (brian.johnson3@usda.gov, 509-423-2223); the technical point of contact is Michael Kelly, Safety, Health & Wellness Manager (michael.kelly@usda.gov, 509-669-4455).
