About this opportunity

The National Institute on Alcohol Abuse and Alcoholism (NIAAA), administered through the National Institute of Child Health and Human Development (NICHD) under the Department of Health and Human Services, is seeking a contractor to maintain, update, and analyze a registry of patients diagnosed with Alcohol Use Disorder (AUD) or alcohol misuse using comprehensive electronic health record (EHR)-based data. The primary objective is to leverage EHR data from Kaiser Permanente Northern California (KPNC) to conduct various analyses including characterizing recovery processes, identifying relapse trajectories, and examining treatment effectiveness. Interested organizations must demonstrate experience maintaining a health registry of at least 1.3 million patients with AUD, possess qualified personnel, and provide documentation of at least two past government or commercial contracts. Capability statements will be evaluated based on technical capabilities, personnel qualifications, facilities and equipment, and past performance, with responses limited to 15 pages in 10-point font or larger. The deadline for submission is January 29, 2026, at 5:00 PM Eastern Standard Time, with responses to be submitted electronically to Contracting Officer Sarah Bank at sarah.bank@nih.gov.

This contract opportunity is not designated as a set-aside and represents a follow-on contract from the incumbent Kaiser Foundation Research Institute, whose current contract (75N94021C00003) runs through September 21, 2026. The new five-year contract will commence on September 22, 2026, and continues the existing work of updating and expanding the KPNC Adult Alcohol Registry, including expansion to include injectable medication administrations and specific research initiatives such as investigating alcohol recovery in relation to opioid prescriptions and COVID-19 drinking patterns. The applicable NAICS code is 541715 (Research and Development in Physical, Engineering, and Life Sciences), with a small business size standard of 1,000 employees or less. While no specific budget range is provided in this pre-solicitation notice, the five-year contract duration and the scope of work involving analysis of data from 1.3 million patients suggest a substantial federal investment in this research initiative.
