About this opportunity
The Consumer Product Safety Commission (CPSC) has issued a Special Notice announcing its intention to award a sole source contract to BBG Aerosystems Inc. for the testing and training of All-Terrain Vehicles (ATVs), Recreational Off-Highway Vehicles (ROVs), and Off-Highway Vehicles (OHVs), including micromobility devices. The notice was posted on February 25, 2026, and identifies BBG Aerosystems Inc., located in Laytonsville, Maryland, as the only responsible source capable of meeting the CPSC's specific testing and training requirements. The procurement will be executed under the authority of FAR 6.302-1 and 41 U.S.C. 253(c)(1), which permits sole source awards when only one responsible source is available. Despite the intended sole source award, interested parties are invited to submit capability statements to demonstrate their ability to fulfill the requirement within seven business days of the notice's issuance.
The CPSC's objective is to secure continuation of existing testing and training services for off-highway vehicles through a one-year Blanket Purchase Agreement (BPA), with the contract ultimately structured as a five-year procurement consisting of a one-year base period beginning April 1, 2026, and four optional twelve-month renewal periods. Interested contractors must demonstrate the ability to provide a private test facility within 15 miles of the CPSC's National Product Testing and Evaluation laboratory in Rockville, Maryland; emergency response access from local first responders within 3.0 miles; and a training area of at least 4 acres that includes multiple terrain types, a 220-foot by 220-foot flat dirt or grass area for closed-course training, and classroom space accommodating up to 16 people. All written quotations and capability statements must be submitted via email to the Contract Specialist by March 18, 2026. Contractors interested in competing must maintain active registration on SAM.gov and meet all specified facility and operational requirements. The government reserves the discretion to determine whether to compete this procurement based on responses received, and this notice should not be construed as a request for competitive quotations.
