About this opportunity

The Bureau of Land Management (BLM) California State Office is seeking to procure FirstNet telecommunications services from AT&T Mobility LLC to support mission-critical communications across California. The solicitation (DOILFBO250031) specifically requires cellular and data services with enhanced coverage capabilities for BLM law enforcement, fire personnel, and field employees operating in remote areas. The contract will utilize FirstNet's specialized Band 14 spectrum, which provides priority network access, no data throttling, and critical communication infrastructure during emergencies. The solicitation was issued on April 28, 2025, with proposal responses due by May 12, 2025, and covers telecommunications services classified under NAICS code 517112. While specific evaluation criteria are not explicitly detailed, the justification emphasizes the unique technological requirements that effectively limit competition to AT&T's FirstNet service.

The contract is an unrestricted procurement with no specific set-aside designations, targeting telecommunications services across three California locations: Bishop, Bakersfield FICC, and Porterville. The period of performance is from June 1, 2025, to May 31, 2026, with a delivery date of May 31, 2026. BLM will leverage existing AT&T infrastructure, including Dedicated Router (ADI) routers, Mega Go/Mega Ranges, and Black SIM cards already in use across three existing accounts. The procurement will be administered by the BLM CA-State Office Business Services Branch in Sacramento, California, with the Product/Service Code designated as DG11 for IT and Telecom Network Telecom Access Services. While specific contract value is not disclosed, the solicitation indicates a focused, mission-specific procurement aimed at maintaining critical communication capabilities for BLM personnel operating in challenging geographical environments.
