About this file
This document is a Justification for Other than Full and Open Competition for the Bureau of Land Management (BLM) California State Office. The document details BLM's need for FirstNet cellular and data services to support missions across California, specifically emphasizing the unique capabilities of FirstNet for public safety communications. BLM requires FirstNet enabled devices that provide critical coverage in areas where other cellular providers do not, which is essential for law enforcement, fire personnel, and field employees. The justification highlights that FirstNet uses dedicated Band 14 spectrum, offers priority network access during emergencies, provides no data throttling, and operates as a separate entity utilizing AT&T's network infrastructure. Currently, BLM already uses AT&T Dedicated Router (ADI) routers, Mega Go/Mega Ranges, and "Black" SIM cards across three accounts, and all devices are FirstNet-specific and require FirstNet SIM cards to operate properly.
