About this opportunity

The U.S. Department of Transportation Maritime Administration is soliciting Architect and Engineer (A&E) design services for atrium mezzanine design at the Department of Public Works Building at the United States Merchant Marine Academy in Kings Point, New York. The contractor must deliver two concept design options and one final design within 30 days of receiving the Notice to Proceed, with one concept design utilizing a prefabricated free-standing mezzanine structure and the other using conventional platform framing. Offerors must demonstrate qualifications to provide A&E services and possess strong understanding of Mechanical, Electrical, and Plumbing (MEP) considerations integrated into the architectural design process. Award will be made on a best-value basis using trade-off analysis with Technical merit weighted as more important than Past Performance and Price factors. The quotation deadline is February 16, 2026, at 1:00 PM ET, with a mandatory pre-submission site visit scheduled for February 10, 2026, at 9:00 AM at the DPW Building atrium area.

This is a Total Small Business Set-Aside, Firm-Fixed-Price contract with no incumbent contractor identified. The solicitation does not specify an explicit award value or budget range. The contractor must deliver comprehensive design services across three phases: Phase I (inspection and preliminary assessment), Phase II (concept designs with cost estimates and risk assessments), and Phase III (final 100% design with complete architectural, structural, and MEP drawings and detailed specifications). Submission requirements include proof of A&E qualifications, a completed SF-330 form, three past performance examples of similar scope, a detailed price breakout with fully burdened labor rates and hours, and proof of adequate insurance coverage. The place of performance is Kings Point, New York, and payment will be processed through the Delphi eInvoicing system using login.gov authentication.
