About this opportunity
The Defense Threat Reduction Agency (DTRA) is conducting market research to identify potential contractors with advanced technical expertise in Atom Trap Trace Analysis (ATTA) for treaty monitoring and verification purposes. The agency seeks capabilities statements from firms capable of developing and optimizing ATTA techniques, with a specific focus on detecting underground nuclear explosions through analysis of radioactive noble gases. Key contract requirements include implementing technical improvements to ATTA systems, advancing quantum state measurements of noble gas elements, and developing interlaboratory standards for analysis. Interested contractors must submit a five-page white paper in 12-point Times Roman font by June 12, 2025, at 3:00 PM local Fort Belvoir, VA time, electronically to Amanda Davidson-Zellar. The research will support multiple international treaties, including the New Strategic Arms Reduction Treaty (START), International Atomic Energy Agency agreements, Chemical Weapons Convention, and Comprehensive Test Ban Treaty.
This sources-sought notice does not have a specific set-aside designation and is not currently tied to a specific award value or budget range. The procurement is classified under PSC Category AC33 for National Defense R&D Services, focusing on experimental development in defense-related activities. No incumbent contractors are mentioned in the notice, and the agency emphasizes that this is a market research effort with no commitment to issue a solicitation or make an award. The research is part of DTRA's ongoing efforts to maintain and advance treaty monitoring and verification capabilities, with a particular emphasis on developing sophisticated nuclear detection technologies. Potential contractors should demonstrate direct experience with ATTA systems and the ability to create analytical methods for quantifying radioisotope standards.
Notice text
This is a SOURCES-SOUGHT NOTICE; there is no solicitation available at this time. No response will be provided to requests for solicitation. THIS SOURCES-SOUGHT NOTICE IS PUBLISHED FOR MARKET RESEARCH PURPOSES ONLY.
The Defense Threat Reduction Agency (DTRA) is seeking capabilities statements related to the following:
The Defense Threat Reduction Agency (DTRA) executes and provides mission support to multiple treaties, agreements, and treaty provisional secretariats to which the United States is a party or other type of participant. Such treaties include the New Strategic Arms Reduction Treaty (START), International Atomic Energy Agency (IAEA) agreements, the Chemical Weapons Convention (CWC), and the Provisional Secretariat of the Comprehensive Test Ban Treaty (CTBT). Because of the constantly evolving nature of treaty monitoring and verification policy, ongoing RDTE is required to ensure that the United States is prepared to execute its current and future monitoring and verification missions. Particularly relevant for detecting underground nuclear explosions are unreactive but fission-produced radioactive noble gases.
DTRA desires to leverage its unique capabilities and expertise in verification and validation of test ban treaty monitoring, nuclear deterrence support, and research and development to contribute toward these goals with the application of atom-trap trace analysis (ATTA) for monitoring purposes. The scope of this sources-sought requirement includes advanced RDTE specific to optimizing ATTA techniques and increasing system efficiency.
