About this file

This document is a Sources-Sought Notice issued by the Defense Threat Reduction Agency (DTRA) seeking technical expertise in Atom-Trap Trace Analysis (ATTA) for treaty monitoring and verification purposes. DTRA is specifically requesting capabilities statements from potential contractors with expertise in: implementing technical improvements to ATTA techniques, advancing quantum state measurements of noble gas elements, developing interlaboratory ATTA standards, demonstrating direct experience with ATTA systems, and creating analytical methods for quantifying radioisotope standards.

Responses are due electronically by June 12, 2025, at 3:00 PM local Fort Belvoir, VA time, submitted to Amanda Davidson-Zellar at amanda.l.davidson-zellar.civ@mail.mil. The notice emphasizes that this is a market research effort only, with no commitment to issue a solicitation or make an award. Interested parties are asked to submit a five-page white paper in 12-point Times Roman font, with any proprietary information clearly identified. The research is focused on supporting multiple international treaties, including START, IAEA agreements, Chemical Weapons Convention, and Comprehensive Test Ban Treaty, with a particular emphasis on detecting underground nuclear explosions through analysis of radioactive noble gases.

Sources Sought Title: Atom-Trap Trace Analysis Technical Expertise

Request Number: HDTRA124xxxxxx

This is a SOURCES-SOUGHT NOTICE; there is no solicitation available at this time. No response will be provided to requests for solicitation. THIS SOURCES-SOUGHT NOTICE IS

PUBLISHED FOR MARKET RESEARCH PURPOSES ONLY.

The Defense Threat Reduction Agency (DTRA) is seeking capabilities statements related to the following:

The Defense Threat Reduction Agency (DTRA) executes and provides mission support to multiple treaties, agreements, and treaty provisional secretariats to which the United States is a party or other type of participant. Such treaties include the New Strategic Arms Reduction Treaty

(START), International Atomic Energy Agency (IAEA) agreements, the Chemical Weapons

Convention (CWC), and the Provisional Secretariat of the Comprehensive Test Ban Treaty

(CTBT). Because of the constantly evolving nature of treaty monitoring and verification policy, ongoing RDTE is required to ensure that the United States is prepared to execute its current and future monitoring and verification missions. Particularly relevant for detecting underground nuclear explosions are unreactive but fission-produced radioactive noble gases.

DTRA desires to leverage its unique capabilities and expertise in verification and validation of test ban treaty monitoring, nuclear deterrence support, and research and development to contribute toward these goals with the application of atom-trap trace analysis (ATTA) for monitoring purposes. The scope of this sources-sought requirement includes advanced RDTE specific to optimizing ATTA techniques and increasing system efficiency.

DTRA seeks technical expertise in all of the following areas:

• Implementation of technical and efficiency improvements to existing ATTA techniques.

• Demonstrated advancements to increase the capability to raise the quantum state of noble gas elements that allow for measurement of the isotopes or isomers in an ATTA laser trap.

• Advancing interlaboratory ATTA standards and analysis for relevant isotopes and isomers.

• Demonstrated and current experience working directly with an ATTA system.

• Experience in development of analytical and statistical analysis to quantify radioisotope standards for interlaboratory comparisons.

Sources having the capability to meet these requirements are invited to respond to this notice.

Responses should be limited to a five-page white paper, in 12-point Times Roman font (not including cover page, cover letter and table of contents). Any proprietary concepts of information should be clearly identified as such. Submitted data and information will not be returned. Any information submitted in response to this Sources-Sought Notice is strictly voluntary. This notice is for information planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted.

All documentation shall become the property of the Government. Unless otherwise stated herein, no additional information is available. Requests for same will be disregarded. There is no

commitment by the Government to issue a solicitation, to make award or awards, or to be responsible for any monies expended by any interested parties in support of any effort in response to this Sources-Sought Notice. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract.

Only electronic responses are required and shall be submitted to: Amanda Davidson-Zellar, amanda.l.davidson-zellar.civ@mail.mil no later than JUN 12, 2025, 3:00 PM local Fort Belvoir, VA time. All e-mails should include the sources-sought title, request number, and submitting organization’s name in the subject line.
