About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 21 intends to place a firm fixed price sole source order for four Atlas 500 Corneal Topographers with accessories, delivery, installation, and training from ProAim Americas, LLC, with responses due August 13, 2026 at 11:00 AM Pacific Time. The procurement is unrestricted, with no small business set-aside.
Place of performance spans four VA Northern California Healthcare System locations: Mather, Chico, Redding, and McClellan (Sacramento). Each system includes a Carl Zeiss Meditec Atlas 500 Corneal Topographer, a Zeiss PC workstation with pre-installed software, an instrument table, sliding keyboard tray, Forum-DICOM interface license, and installation and training services with one-year manufacturer warranty. Delivery is scheduled 2–4 weeks after order.
The VA asserts that ProAim is the sole source capable of satisfying agency requirements because DICOM-to-FORUM integrations cannot be purchased separately from the topographers, and only ProAim is authorized to sell both the integration licenses and the devices as required. This integration is necessary to ensure data automation through the existing Carl Zeiss FORUM Ophthalmology Picture Archiving and Communication System to support Cerner electronic health record implementation and transition.
The notice invites any responsible source believing it can perform the requirement to submit documentation demonstrating capability by the deadline. The government will evaluate such responses to determine whether to conduct a competitive procurement instead of proceeding with the sole source contract. If no responses are received, the VA will proceed with the sole source acquisition. All invoices must be submitted electronically through the VA's Tungsten e-Invoice system. The NAICS code is 339112, Surgical and Medical Instrument Manufacturing; PSC is 6640, Laboratory Equipment and Supplies.
