The contract will be evaluated using a best value trade-off approach under FAR 13 and FAR Part 12 procedures, with evaluation factors including technical capability, past performance, and price. Critical dates include a question submission deadline of July 15, 2025 at 1:30 PM EST, with government answers provided around July 21, 2025, and final quote submissions due July 31, 2025 at 1:30 PM EST. The procurement is structured as a Firm Fixed Price purchase order for nonpersonal health care services under NAICS code 621340 with a $12.5M size standard.

This opportunity is designated as a 100% small business set-aside, with the current incumbent identified as LMR Technical Group. The contract performance period spans from September 25, 2025 to September 22, 2026, requiring services to be delivered Tuesday through Saturday between 0600-1700 hours at the Vermont Air National Guard Base in South Burlington. The pricing structure includes two base CLINs and two option CLINs, totaling 324 jobs for base CLINs and 108 jobs for option CLINs, with up to 432 annual hours divided into 36 five-hour blocks. Services must be performed on-site in a dedicated 800 square foot facility, with no telework permitted, and contractors must provide all necessary equipment and maintain medical liability insurance. The government intends to make a single award, though no contract will be executed until appropriated funds are made available.
