About this opportunity
The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), under the Department of Justice, is seeking qualified contractors to provide comprehensive storage and disposal services for seized assets and evidence. The services encompass secure warehouse storage in CONEX containers, transportation of seized property, and certified disposal of seized materials, including tobacco products. Key requirements include maintaining secure, climate-controlled facilities with motion sensors, alarm systems, surveillance cameras, and restricted access; obtaining insurance with ATF named as additional insured; establishing electronic asset tracking systems with detailed case files and digital documentation; and providing rapid deployment capability to establish compliant warehouse locations anywhere in the United States within 72 hours. The contractor must also operate online auction platforms for asset sales, handle all auction proceeds, and remit gross sales proceeds to ATF within five business days. Evaluation of responses will assess program management experience, security and compliance measures, operations and maintenance systems, and place of performance capabilities. Questions regarding the RFI must be submitted by March 5, 2026, with RFI responses due by March 20, 2026, and all submissions should be directed to Steven Jaimes at Steven.Jaimes@atf.gov.
This procurement is designated as a Total Small Business set-aside, meaning only small business concerns—including 8(a), Service-Disabled Veteran-Owned Business (SDVOSB), HUBZone, and Women-Owned Small Business (WOSB)/Economically Disadvantaged Women-Owned Small Business (EDWOSB) firms—are eligible to compete. No current contractor or incumbent firm is identified in the pre-solicitation materials. The RFI does not specify a contract value or budget range, as this is a market research document intended to gauge contractor capabilities rather than a formal solicitation. The contractor must be fully equipped and operationally ready within 30 calendar days of contract award and maintain 24/7 point-of-contact availability, with standard operating hours from 8:30 AM to 5:00 PM Monday through Friday excluding federal holidays. Responses are limited to 15 pages excluding diagrams or images, and all submissions become government property and will not be returned to respondents.
