About this opportunity
The Department of the Air Force issued a Notice of Intent to Award a Sole Source Contract on April 22, 2026, for ATCoach Radar Simulator systems and licensing. This special notice indicates the government's intention to award a non-competitive contract to UFA Inc. under the authority of FAR 6.103-1(b), which permits sole source procurement when only one source can satisfy specific requirements. The notice was posted by the 81st Contracting Squadron in support of the 334th Tactical Training Squadron. Despite being a non-competitive award, the government is accepting quotes and capability statements from interested parties through the specified deadline. A determination to proceed with or forego the sole source award remains at the government's discretion.
The primary objective is to procure ATCoach Air Traffic Control Radar Simulation Systems and licensing software specifically designed for the FAA's Standard Terminal Arrival Replacement System (STARS) program to support air traffic controller training and operational readiness. Interested contractors must submit quotes and/or capability statements via email to ian.smith.33@us.af.mil and kimberley.alvarez.1@us.af.mil by 1:00 PM CST on May 6, 2026. Although no specific eligibility criteria are formally restricted, the justification document indicates UFA Inc. is the sole manufacturer identified with no authorized distributors, and a prior sources sought announcement on sam.gov on March 26, 2026, yielded no competing responses. The acquisition involves simulation software and equipment designed to meet FAA-DoD certification standards, with the government citing potential risks to training timelines and operational readiness if alternative systems requiring extensive recertification were pursued instead.
