About this file
This is a Department of the Air Force Justification for Other Than Full and Open Competition (CUI) document authorizing a sole source delivery order award dated April 14, 2026.
The document approves a sole source delivery order to UFA, Inc. for ATCoach Air Traffic Control Radar Simulation Systems and Licensing in support of the 334th Tactical Training Squadron (TRS) under the contracting activity 81st Contracting Squadron. The acquisition covers simulation software and equipment designed specifically for the Federal Aviation Administration's (FAA) Standard Terminal Arrival Replacement System (STARS) program. The estimated contract cost is redacted. The statutory authority cited is 10 U.S.C. 3204(a)(1), which permits procurement from only one responsible source when no other supplies or services will satisfy agency requirements. UFA, Inc. is identified as a small business and the sole manufacturer with no authorized distributors. The justification asserts that using alternative air traffic control radar simulation software would require extensive, costly, and time-consuming development, integration, and joint FAA/DoD re-certification, which would jeopardize timely training of air traffic controllers and operational readiness. A Sources Sought announcement was posted on sam.gov on March 26, 2026, with a response date of April 2, 2026; no additional vendors responded indicating capability. The document notes that the 334 TRS currently owns one of UFA's ATCoach systems and that STARS is utilized by all 191 FAA STARS facilities and 106 DoD Radar Approach Control facilities. The Contracting Officer is responsible for determining fair and reasonable pricing in accordance with Federal Acquisition Regulation Subpart 15.4. Legal review was completed on April 15, 2026, confirming the justification is legally sufficient.

I. Agency and Contracting Activity (RFO 6.104-1(a)(1)):
Agency: AETC Contracting Activity: 81st Contracting Squadron
II. Nature and/or description of the action being approved (RFO 6.104-1(a)(2)):
This document approves the award of a delivery order on a sole source basis to UFA, Inc for ATCoach Air Traffic Control Radar Simulation Systems and Licensing in support of the 334th TRS. This justification is made on an individual basis.
III. Description of supplies/services required to meet agency needs (RFO 6.104-1(a)(3)):
The acquisition is for ATCoach Air Traffic Control Radar Simulation Systems and Licensing, a simulation software and equipment system for the Federal Aviation Administration's (FAA) Standard Terminal Arrival Replacement System (STARS) program. This specific system is necessary to avoid costly and time-consuming development and re-certification. The estimated contract cost is $ and an ATA has been approved by the 81st Comptroller Squadron.
IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1(a)(4)):
10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.
V. Rationale for Use of Authority (RFO 6.104-1(a)(5)):
The 334TRS currently owns one of UFA's ATCoach radar training systems. UFA is the sole provider of the ATCoach radar simulation software and equipment specifically designed and currently in use by the Federal Aviation Administration's (FAA) Standard Terminal Arrival Replacement System (STARS) program. STARS is a Non-Developmental Item air traffic control automation system jointly sponsored by the FAA and DoD. This system is currently utilized by all 191 of the FAA STARS facilities, 106 DoD Radar Approach Control facilities (RAPCON) including all 49 USAF RAPCON STARS Systems. Utilizing any other ATC radar simulation software would require extensive, costly, time-consuming development, integration, and joint FAA/DoD re-certification. This would jeopardize the timely and effective training of the air traffic controllers and negatively impact the STARS program's operational readiness.
VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1(a)(6), (8), and (10)):
A Sources Sought was posted on www.sam.gov on 26 March 2026 with a response date of 02 April 2026. As a result, no additional vendors responded stating they are capable of meeting this requirement. UFA Inc., a small business, is the sole manufacturer and has no authorized distributors.
VII. Determination of Fair and Reasonable Cost (RFO 6.104-1(a)(7)):
The Contracting Officer is responsible for evaluating, determining, and documenting the anticipated contract cost/price is fair and reasonable in accordance with RFO Subpart 15.4, Contract Pricing.
VIII. Any Other Facts Supporting the Justification (RFO 6.104-1(a)(9)):
See the supporting information in sections V and VI.

IX. Actions to Overcome Barriers to Competition (RFO 6.104-1(a)(11):
For any future awards, the 334 TRS and 81 CONS will verify with the FAA and industry to determine if new systems have become available that would be compatible with the existing system.
