Synopsis:
This combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The solicitation number W913E5-16-T-0008 is being issued as a request for quotation (RFQ).


The associated North American Industry Classification System (NAICS) code is 213112 which has a size standard of $38.5 million dollars. This is a Total Small Business Set-Aside in accordance with FAR 19.502-2.


The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) has a requirement for a New Hampshire Department of Environmental Services (DES) registered contractor to perform inspection services and be able to furnish the labor, supervision, tools, materials, equipment, incidental engineering, and transportation necessary for the inspection, testing, and minor repair of the Above Ground Fuel Storage Tanks (AST) at the U.S. Army Cold Regions Research & Engineering Laboratory (CRREL) facility located at 72 Lyme Road Hanover, NH 03755.


Approved contractor must be registered with the New Hampshire DES site. This site can be found at http://des.nh.gov/onestop/index.htm.


Please reference the attached RFQ for the Performance Work Statement (PWS), as well as all applicable provisions and clauses. The following factors shall be used to evaluate offers: certification and price. All evaluation factors other than cost or price, when combined, are approximately equal to cost or price.


Delivery shall be FOB Destination.


The base year period of performance is intended to be 1 April 2016 - 31 March 2017 with 4 option years.
