About this opportunity
The National Institute of Standards and Technology (NIST), a civilian agency within the Department of Commerce, has issued a Special Notice regarding a sole source procurement for an ASTM Customized COMPASS Portal Subscription. The notice, published on December 10, 2024, indicates NIST's intent to negotiate directly with ASTM in West Conshohocken, PA for a subscription to their Complete 15 volume Book of Standards, Digital Library content, and selected international standards. NIST has determined that ASTM is the exclusive provider of these syndicated subscription services, with no authorized resellers and complete ownership of the intellectual proprietary rights. The procurement will be structured as a firm fixed-price purchase order covering an initial one-year period with four additional one-year option periods.
NIST's primary objective is to secure continued access to specialized standards and reference materials through a direct procurement with ASTM. Interested parties are invited to demonstrate their capability to fulfill the requirement by submitting documentation via email to randy.schroyer@nist.gov by 5:00 PM EST on December 26, 2024. While the notice emphasizes this is a sole source procurement and not a competitive solicitation, the government will review any submitted responses to potentially reconsider the procurement approach. Contractors seeking to participate must provide sufficient documentation establishing their bona fide capability to meet the requirement. The government retains sole discretion in determining whether to compete the procurement based on received responses. No telephone inquiries will be accepted, and the notice explicitly states that it is not a Request for Quotation (RFQ) or a request for competition. The contract will be categorized under NAICS 519210 (Libraries and Archives) and PSC DF10 (IT Management as a Service).
