About this opportunity

The Naval Surface Warfare Center Dahlgren Division (NSWCDD) is seeking a sole source Software and Information Assurance (IA) Maintenance Contract from Advanced Simulation Technology Inc. (ASTi) for critical training system software. The procurement includes 605 software support subscriptions for Risk Mitigation Tests and 327 software support subscriptions for Voisus Clients, with the specific part number VS-SW-IA-M-NS. This Request for Quotation (RFQ) will be awarded using Simplified Acquisition Procedures with Lowest Price Technically Acceptable evaluation criteria. Proposals are due by April 7, 2025, at 5:00 PM EST, with an anticipated award date of May 7, 2025. Offerors must be registered in the System for Award Management (SAM) and submit historical data and published pricing with their proposal. Questions regarding the solicitation can be submitted via email to ashlee.wesley@navy.mil, referencing Synopsis/Solicitation Number N0017825RC609.

The contract is not set aside for small businesses and requires Trade Agreements Act (TAA) compliance. The sole source justification is based on the need to maintain compatibility with existing fleet assets, as using another vendor would require unbudgeted system redesign and integration. The contract will be for a 12-month period, from March 1, 2025, to February 28, 2026, with a firm fixed price. The software is exclusive to ASTi, located in Herndon, VA, and is currently fielded on fleet assets. Shipping and freight costs will be for FOB destination in Dahlgren, VA 22448-5114. The Navy conducted extensive market research, including discussions with program experts and internet searches, to confirm that ASTi's products are the only compatible solution for their training and simulation technology requirements.
